We could not confirm a proposed completion date for an Acun Ilıcalı takeover of Hull City. No club-specific announcement or reliable report we reviewed sets out the parties, the stage of the deal, or a target timetable. What we can verify is how English football’s ownership approval works, why the English Football League (EFL) does not publish a timetable for individual deals, and how to judge any date that does appear.
What we could and could not verify
Our search for reporting on this specific transaction returned no usable results. The broad search surfaced the EFL’s official guidance on takeovers, but nothing tying that guidance to Hull City or to Acun Ilıcalı. That means any headline describing a timescale as “emerging” or “progressing” should be checked against a named, dated source before you rely on it. The EFL guidance is general process information, not a statement about this club.

How a takeover is approved in the EFL
The EFL defines a takeover as an acquisition of control. Such a change is subject to the requirements of both the EFL and the Independent Football Regulator (IFR), and clearance is issued only once the relevant requirements of both bodies have been met. In practice, a buyer has to pass two separate tests.
- IFR owner and director assessment. The IFR assesses matters including honesty and integrity, financial soundness, financial resources and competence.
- EFL funding evidence. Prospective owners must demonstrate to the EFL the ultimate source and sufficiency of the funding for both the purchase and the club’s future operations. This is a separate requirement from the IFR’s financial-soundness review.
- Joint clearance. Only when both sets of requirements are satisfied is the change of control cleared. A deal can be agreed commercially and still wait on either test.
The IFR’s ownership regime, known as ODSE, began on 5 May 2026 according to the EFL’s current guidance. Any takeover announced after that date falls under it, though the EFL’s wording does not say how many earlier cases were affected.

Why no general timetable exists
The EFL states that it cannot provide a timescale for each prospective change of control. Its reasoning is that each case is unique. The factors it names as affecting duration include:
- the number of investors involved;
- the ownership structure, including any layers between the buyer and the club;
- where the investment originates, which affects how the source of funds is checked;
- senior roles and who will hold them;
- notifications and approvals that must be made in sequence; and
- how the EFL and IFR requirements interact.
This is why a precise date for any single takeover should be treated with caution. A club, a buyer or a journalist may say when they hope a deal will close, but that is a target, not a regulatory outcome.

A separate league-level proposal
Football coverage in 2026 has also featured a Premier League and EFL partnership, which is easy to confuse with an ownership story. The Premier League said on 30 July 2026 that its clubs had unanimously approved a funded proposal intended to start in the 2026/27 season, and that it would formally offer the proposal to the EFL. On 24 September 2026 it said discussions were continuing and that the proposal had been presented to EFL clubs the previous week. These statements concern funding between the two leagues. They do not describe a Hull City acquisition and should not be read as a deal timetable for the club.
How to judge a takeover date when you see one
When a timescale is published, check which kind of statement it is. The useful distinction is between a stated target and a completed approval.

- Named source and date. Is the claim attributed to the club, the EFL, the IFR, the buyer, or an unnamed source? Anonymous timing claims deserve the least weight.
- Stated target versus approval. “Expected to complete by” is a plan. A cleared change of control is an outcome that the EFL confirms.
- Funding evidence. Has the buyer’s source of funds been described, or only the size of the offer?
- Scope. Does the report concern Hull City specifically, or a wider league or industry arrangement?
Where to verify
For the most reliable position, go to the EFL’s own takeover guidance and any statement the EFL or Hull City has issued directly. The IFR publishes its own role and assessment criteria. Treat secondary reports as leads until one of these primary sources, or a named club statement, confirms the details.
Until a transaction-specific source confirms the parties and their stage, the honest answer to “what is the proposed timescale?” is that none has been established in the material we could verify.
