The evidence available supports a mixed, narrower verdict—not the claim that the Eisners have “done everything they promised.” Portsmouth has announced investment in its women’s team and set out a strategy for funding a push to the next level. A major Fratton Park redevelopment, however, was still a proposal facing an infrastructure funding dispute in the BBC’s 2023 account. Those examples do not amount to a complete audit of the owners’ original promises.
What can be verified about the Eisners’ record?
A fair assessment needs to separate completed actions from announcements, proposals and ambitions. The available reporting documents specific plans and statements, but does not provide the original acquisition promises alongside a current, promise-by-promise record of what has been delivered. It therefore cannot substantiate the broad claim that the owners fulfilled every promise.
Three areas offer useful evidence: Fratton Park redevelopment, investment in Portsmouth Women, and the club’s stated financial and sporting strategy. Each has a different status and timeline.
Fratton Park: a significant proposal, not a completed redevelopment
In an 18 August 2023 report, BBC Sport described a proposed North Stand and surrounding development that could take Fratton Park from around 20,000 seats to somewhere near 30,000. Potential elements included hospitality facilities, a hotel and housing. These were possibilities associated with a concept, not approved or completed works.

The same report said there were no public drawings or speculative dates at that point. It described an impasse over a £15,000 contribution to a feasibility study for a footbridge: Portsmouth believed Network Rail should contribute, while Network Rail argued that the project would benefit the football club. That £15,000 was the proposed study cost, not the total cost of redeveloping the stadium.
This account establishes what was being discussed in 2023, not Fratton Park’s current 2026 planning or construction status. It also illustrates why a stadium ambition cannot be judged only by owner intent: infrastructure, funding and planning dependencies can affect whether a proposal advances.

Portsmouth Women: investment and integration announced in 2023
In June 2023, Portsmouth FC announced that new investment would enable its women’s team to offer semi-professional contracts for the first time and be integrated alongside the men’s side from the 2023–24 season. The announcement is concrete evidence of a planned change in support and structure. It does not, by itself, establish the women’s team’s current status or the results of that investment.
Jane Eisner was identified as the team’s new chair in the BBC’s 6 June 2023 report. Head coach Jay Sadler said the support would provide a foundation for the team’s ambition to compete at the highest level. That describes the aim behind the investment, rather than proof that the aim has been achieved.

What “the next level” meant in the club’s 2025 strategy
A club-hosted supporters’ forum presentation dated 11 September 2025 set out a financial and development model involving shareholder injections, TV and EFL income, player trading and surplus. Its stated directions included developing the academy, spending smartly, remaining competitive, returning to the Championship, reducing reliance on shareholders and seeking investors for a “next level” push. The presentation is evidence of the club’s stated strategy at that time, not an independent audit or proof that each objective was met.
The distinction matters for supporters assessing ambition: a strategy can explain how a club hopes to fund progress, but it is not the same as a verified investment total, a comparison with rival clubs, or a sporting outcome. The presentation does not establish those comparisons.

Criticism of investment is opinion, not a budget comparison
There is also reported criticism of the level of Portsmouth’s playing investment. Former player Yakubu questioned whether the club had an investor able to provide the money needed to reach the next level, while acknowledging that the owners had been doing alright, according to The72 on 12 December 2025. That is Yakubu’s assessment, not verified evidence about the owners’ capacity or the club’s accounts.
The Portsmouth News reported selected supporter comments on 20 April 2025 calling for stronger investment in the playing budget and facilities. It also reported Eric Eisner speaking about the need for more than 20,000 seats if the club is to progress. Selected social-media comments do not represent all Portsmouth supporters, and the available material supplies no comparable budget figures with which to test claims about how much the club spends against other teams.

How to judge the claim fairly
For any individual promise, the useful test is to check what was said and when, whether it was a firm commitment or an aspiration, what evidence shows completion, and what dependencies or delays were involved. The available evidence gives readers some pieces of that picture, but not the original acquisition statement and a comprehensive current delivery record. Without those, “done everything” remains an unverified assessment rather than a conclusion established by the documented examples.
