Reuters attributed this statement to the reported final rule, which it said was signed by acting USDA General Counsel Ralph Linden: “Moving forward, USDA will no longer apply race- or sex-based criteria in its decision-making processes, ensuring that its programs are administered in a manner that upholds the principles of meritocracy, fairness, and equal opportunity for all participants.” The underlying rule text was not available for direct verification.
Reuters’ July 10, 2025 report, republished by Investing.com, described earlier use of enrollment priorities or funding pools for farmers of color and, in some programs, women under the category “socially disadvantaged” farmers. That history should not be read as a description of every USDA program.

Which farm programs are affected?
The report named broad areas—farm loans, commodity programs and conservation programs—but did not provide a complete list of affected programs or identify the criteria changed within each one. It therefore supports saying that the reported policy covered many programs in these areas, not that all programs in them, or all USDA programs, were covered.
Reuters reported that certain benefits for beginning farmers and military veteran farmers remained. It did not specify which benefits, their eligibility conditions, or whether other aspects of those benefits changed. A farmer should not assume that a particular preference or eligibility rule remains in place without checking the guidance for the specific program.

What does the report establish about the policy’s reach?
Reuters reported that about 4.5% of U.S. farmers were American Indian or Alaska Native, Asian, Black or African American, Native Hawaiian or Pacific Islander, or reported more than one race. Reuters attributed that figure to the 2022 Census of Agriculture; the original census table was not reviewed here. The statistic describes the categories Reuters listed and is not, by itself, evidence about who qualifies for any particular USDA program.
The report also quoted Margo Schlanger, a University of Michigan law professor who had worked on USDA anti-discrimination initiatives during the Biden administration: “This is shutting off one way that the department both communicated and ensured that it was truly open for business to farmers of color, as well as white farmers.” This is Schlanger’s assessment of the reported change, distinct from USDA’s stated rationale.
