Bhatti Seeks Protection for States’ Revenue in Proposed GST Reforms

Telangana Deputy Chief Minister and Finance Minister Mallu Bhatti Vikramarka reportedly asked the Centre to assess how proposed GST changes could affect state receipts before implementing them. India Live reports that he flagged a potential annual impact of more than ₹800 crore for Telangana from proposed motor-vehicle-related changes. Neither that estimate nor the report’s account of the meeting is independently confirmed by the official meeting listing available here.

What did Bhatti seek on GST reforms?

According to India Live’s October 9, 2026 report, Bhatti sought a full assessment of the financial implications for States of proposed changes involving refunds on motor vehicles, capital goods and input services. His reported request was for that information before any changes were implemented; the report does not establish that the GST Council adopted the proposals or agreed to his requests.

The concern is about fiscal federalism: States rely on tax receipts to fund public services, so they need to understand the likely effect of a central tax change on their own budgets before it takes effect.

How could the proposed changes affect Telangana’s revenue?

India Live attributes to Bhatti an estimate that proposed changes relating to motor vehicles alone could reduce Telangana’s revenue by more than ₹800 crore annually. That is a reported estimate, not an independently verified projection. The report also says GST contributes about 35% of Telangana’s own tax revenue, and attributes to Bhatti the concern that a decline could constrain spending on schools, hospitals, welfare programmes and infrastructure.

The figures describe the potential stakes as presented in the report; they do not establish the size or timing of any actual revenue loss. The impact would depend on the final scope and timing of any refund changes and on the state-level assessment Bhatti reportedly requested.

What other GST issues did Telangana reportedly raise?

Compliance, evasion and identity misuse

India Live says Bhatti called for simpler compliance for honest taxpayers alongside action against deliberate evasion, fake registrations, fraudulent invoices and misuse of Aadhaar and PAN details. He reportedly also raised fake invoicing and improper transfers of input tax credit in the scrap sector.

Scrap-sector review and enforcement

Telangana reportedly proposed that the GST Council form a Group of Ministers to examine the scrap sector and identity theft, as well as develop an action plan to address those issues. The report describes this as a proposal, not an adopted decision.

Regional offices and cess sharing

Bhatti reportedly sought regional offices of GSTN and the GST Council Secretariat in Hyderabad, citing the city’s technology and analytics capabilities. He also asked for a specific, transparent share for States from the Health Security and National Security Cesses to support public-health infrastructure. These requests are not confirmed as accepted.

Is the reported 57th GST Council meeting confirmed?

India Live identifies the event as the 57th GST Council meeting. The official GST Council meetings listing retrieved for this article displays meetings through the 55th, dated December 21, 2024; it does not corroborate the report’s reference to a 57th meeting in 2026. That omission does not prove a later meeting did not occur, but the meeting number, date, venue, statements and any outcomes should not be treated as confirmed without official minutes or a release.
