What the GST Council recommended
At its 57th meeting on 8 October 2026, the GST Council recommended process reforms covering registration, returns, refunds, adjudication, clarifications and trade facilitation. Its release presented faster refunds as a way to improve business working capital. These are Council recommendations, not proof that each change is already legally effective. Businesses should check the relevant notification and commencement date before relying on a change. The Ministry of Finance’s account of the meeting describes the recommendations.
For formal implementation status, consult the Goa Department of State Tax’s tax-notifications listing and read the dated notification that applies. A listing or Council announcement alone does not establish the operative rule or its start date.
How refunds may affect working capital
When a business has eligible input tax credit (ITC) that can be refunded, a faster refund may reduce the time money remains tied up in the tax system. The GST Council’s stated working-capital rationale is distinct from evidence that a particular Goa business has received money or that cash flow has improved by a measured amount.

At a Goa outreach briefing on 1 October 2026, DGTS Principal Additional Director General Sumit Kumar said online refund claims are processed within 3 to 7 days and provisional refunds of up to 90 percent are swiftly sanctioned for eligible taxpayers. These are statements made at the briefing, not a guarantee for every claim: eligibility and the facts of an individual application matter. Refund speed also differs from a permanent change to what credit can be claimed or when it becomes refundable. Businesses facing accumulated ITC, including accumulation associated with inverted duty structures, may still need to understand the applicable eligibility rules and refund process. National survey reporting points to unutilised ITC, capital investment, inverted duty structures and refund complexity as working-capital concerns; it does not quantify the effect for Goa industries.

What Goa’s Laghu Udyog Bharati has asked for
Goa LUB’s documented requests are advocacy, not enacted policy. The Goan reported on 5 March 2026 that LUB Goa Pradesh submitted a 20-point memorandum to Chief Minister Pramod Sawant. Among its requests were SGST reimbursement for new and expanding units and a comprehensive compliance-support system to simplify GST, labour and pollution filings for small manufacturers. The report on the memorandum describes these proposals; it does not establish that the government adopted them.
These requests address different pressures. A refund-process improvement may return eligible funds sooner, while a requested reimbursement or compliance-support system would require separate state action. Neither should be presented as a current entitlement without an applicable notification or official policy.

Earlier LUB comments on GST implementation
In September 2025, Goa LUB president Pallavi Salgaocar welcomed GST 2.0 and urged awareness workshops and grievance-redress mechanisms at local GST offices. The Times of India quoted her describing the reforms as a positive step for compliance burdens and cash flows. That was her assessment, not a measured finding, and it is distinct from the association’s 2026 memorandum. The report of her comments gives the date and context.
What the national working-capital figures do—and do not—show
A 1 July 2025 Economic Times commentary by M Pandiyan and Sheena Sareen reported Deloitte GST@8 survey results: 59 percent in the 2022 survey and 85 percent in the 2025 survey expressed confidence in the GST regime. The 2025 survey covered over 960 senior executives across eight industries, according to the commentary. These are national survey figures, not a measure of Goa businesses’ refund delays or working capital. The article also described blocked capital associated with unused ITC, capital investment, inverted duty structures and refund complexity. The commentary is secondary reporting of the survey.

How a Goa business can assess a claimed benefit
- Identify the measure. Is it a Council recommendation, a state request, an administrative statement about processing, or a formally notified rule?
- Check the operative notification. Use the dated notification and its commencement date rather than assuming a recommendation has taken effect.
- Confirm eligibility. Refund processing times and provisional refunds apply in the context of eligible claims; a business should not assume its ITC or claim qualifies.
- Separate cash timing from compliance costs. A quicker eligible refund may release cash sooner, while simpler filings or a reimbursement scheme would require distinct measures.
The evidence available does not establish a Goa-specific amount of working capital released by GST reforms, nor does it show that LUB’s reimbursement and compliance-support requests have been adopted.
