India’s Ministry of Communications has rejected Elon Musk’s claim that unnamed “oligarchs” are keeping Starlink out of the country. The ministry said the authorisation framework is fair and non-discriminatory, and that Starlink and two other licensed satellite operators are all going through security assessments at broadly the same stage. Starlink holds a licence and an authorisation, but as of October 8, 2026 it still lacked the approvals needed to start commercial service.
What Musk alleged and what the government said
On October 7, 2026, Musk posted on X that Starlink was “being blocked by certain oligarchs in order to maintain their monopolistic chokehold on the Indian people.” He added, “You can guess who they are.” The post did not name a company or a person, according to Data Center Dynamics, which quoted it.
The Ministry of Communications responded on October 8. It said the suggestion that its framework or its application is unfair or discriminatory is “baseless and misconceived.” It also said all three licensed non-geostationary satellite operators were undergoing security assessments and were at broadly the same regulatory stage.
The reporting establishes the allegation and the denial. It does not establish that a competitor caused Starlink’s delay, and nothing published so far shows that any named rival lobbied against it. Treat the “oligarchs” claim as Musk’s assertion and the ministry’s position as the official account.

Where each licensed operator stands
Three satellite operators are named in the reporting: Starlink, Eutelsat OneWeb (Bharti Group-backed), and Jio Satellite Communications (Reliance-backed). The table below separates what is reported for each from what is not. Where a status was not stated in the coverage reviewed, the cell says so rather than assuming a parallel.

The “same stage” claim is the ministry’s, and the reporting does not include an operator-by-operator checklist of every condition. Readers should not assume that the three companies have identical paperwork, only that the government described them as being at the same point in the security process.

How the approval sequence works
The ministry’s reported sequence has three steps. Each one must be finished before the next begins.
- Licence or authorisation. The operator receives a GMPCS licence from the Department of Telecommunications and, for satellite launches and operations, an IN-SPACe authorisation. Starlink has both.
- Security assessment. The operator must show it meets security conditions. The Indian Express reported that the Ministry of Home Affairs is looking into security issues related to satellite services, including concern that foreign operators could bypass Indian gateways and reduce government control over the service. That is reported context, not an official list of every requirement.
- Spectrum assignment. Only after security compliance is complete may the operator seek spectrum. Commercial service depends on this step.
A licence therefore does not mean a service can be sold. Starlink’s position in October 2026 is that it is at step two and has not reached step three.

Starlink’s readiness claims
At India Mobile Congress on October 7, Dreyer told the event that Starlink had built 20 gateway sites with hundreds of antennas in India and had put controls in place for Indian security requirements, including keeping Indian user data in India. Business Standard reported her remarks. The figures are the company’s own description of its infrastructure. No independent count was published in the coverage reviewed.
Dreyer’s statement that Starlink built its operations “specifically for India in recognition of Indian security requirements” is a company position. It shows preparation, not that the security assessment is finished. Infrastructure built ahead of approval can still wait on the same review as competitors.

The spectrum dispute behind the row
The current argument follows an earlier disagreement over how satellite spectrum should be assigned. Associated Press reported in 2025 that Jio argued for auctioning spectrum to ensure fair competition, while Musk supported administrative assignment, which he said follows global practice. AP also reported that India decided to assign satellite spectrum. That policy disagreement is documented. It is not evidence that competitors influenced the security review now underway.

For an Indian household, the practical question is when a satellite plan can actually be bought and used. As of October 8, 2026, the reporting does not give a commercial start date for any of the three operators. General precautions apply:

- Do not pay a deposit or prepay for a satellite plan until the operator confirms in writing that commercial service is approved in your area.
- Do not treat hardware sales or pre-registration lists as proof of service eligibility. Hardware may be sold before the service is licensed for use, and that depends on the operator’s arrangements.
- Budget for your current broadband or mobile data until a service has both spectrum assignment and a published price.
- Watch for announcements from the Department of Telecommunications and IN-SPACe, which hold the licence and authorisation records, rather than relying on social media posts from any party.
No pricing for Starlink or the other two operators in India was established in the coverage reviewed, so this article does not compare costs.
What remains unresolved
Three questions are open: whether any operator’s security assessment will finish before the others, whether the ministry will publish a timeline, and whether the spectrum assignment process will be run as an auction or an administrative allocation. The reporting addresses none of these with a date or a decision. Until the government or the operators announce one, the status is that all three remain in the same pending position.
