When PayPal says your account is not verified, the fix is usually one specific task inside your logged-in account: adding and confirming a bank account, confirming a card or email address, completing a security check, or uploading identity documents. The word “unverified” does not tell you which one applies, so start by finding PayPal’s exact request. The steps below follow PayPal’s US help guidance. Requirements can differ by country, and they can differ by the request shown on your account.
Find the exact request first
Do not act on the label alone. Work through these places in your logged-in account until you find the task PayPal is asking you to complete:

- Sign in by typing the PayPal address into your browser or opening your saved bookmark, not by clicking a link in an email or text message.
- Open your notifications and read any message about verification, a security check, or a limitation.
- Check the Resolution Center, which PayPal names as the place for more information and account-specific steps.
- Click the dashboard bell for any open alerts.
Write down the exact wording of the request before you start. If you later contact PayPal, that wording tells the agent which problem you are trying to solve.
Verification and identity confirmation are different checks
PayPal uses “verification” for two separate processes. Mixing them up is the most common reason people submit the wrong information.

A bank-account request is usually a financial-detail check. A request to upload identification or answer identity questions is usually the second check. The on-screen wording should show which one you are facing.
An unverified account is not the same as a limited one
An unverified status and a limitation carry different consequences, so check which one your account shows.
What happens if PayPal cannot confirm your identity
PayPal’s balance guidance says that if it cannot confirm your identity, you may still send money and make PayPal purchases by using a bank account or a debit or credit card. You cannot hold a PayPal balance in that case. This describes what PayPal states for that situation. It is not a promise that every feature will stay available.

What a limitation does
PayPal says a limitation can prevent actions such as sending or withdrawing money. Follow the steps listed in the Resolution Center or notifications. Limitations are covered in more detail below.
Documents PayPal may ask for
For personal accounts, PayPal’s US identity-confirmation page says it usually needs:
- A government-issued ID
- Proof of address issued within the last 12 months
Upload files through the Confirm your Identity page in your logged-in account, or through the upload flow linked from the notification. Provide only what the authenticated workflow requests. PayPal says it will try to review documents within two business days, but in its words, “sometimes it may take longer.” Treat two business days as a target, not a guarantee.

Troubleshooting by problem
PayPal requests a security check
PayPal may offer one of several methods: a text message, a phone call, personal information questions, security questions, card confirmation, an email code, or a push notification.
- If the code does not arrive, confirm that the phone number or email address shown on screen is one you can access, then check your spam or junk folder.
- After repeated unsuccessful attempts, PayPal says you may have to wait 24 hours or call PayPal before you can continue.
The “Confirm Card” step fails
If PayPal shows “Confirm Card,” it may need that confirmation before the card can be used. PayPal says that entering the code incorrectly five times disables the card in its system. To recover:
- Contact PayPal to have the card reset.
- Re-add the card to your account.
- Request a new confirmation code.
A bank account will not link or confirm

- The bank is outside the US.
- The name on the bank account does not match the name on your PayPal account.
- The bank has already been linked to too many PayPal accounts.
- The bank is not compatible with PayPal.
- The PayPal account is associated with a limitation or a negative balance.
If the confirmation deposit amounts are entered incorrectly three times, PayPal says the bank account is disabled and removed. In that case, contact PayPal to request reactivation.
A payment is declined
Do not assume the cause is verification. PayPal also lists these possible causes for a declined payment:
- A decline by the card issuer or bank
- Outdated card details
- An account limitation
- A security check
- An unconfirmed email address, or unconfirmed bank or card details
The error message and the payment method you used tell you which of these applies, and that determines your next step.

When your account is limited
PayPal lists several reasons a limitation may be placed on an account:
- Regulatory requirements
- Suspected unauthorized use
- Concerns about acceptable use
- Seller risk
- Inactivity
PayPal says customer service generally cannot remove a limitation over the phone. Complete the in-account steps, and wait for PayPal to contact you where its instructions direct you to wait.
A limitation email with nothing behind it
If you receive an email saying your account is limited, but your account shows no matching issue in the Resolution Center or notifications, treat the email as potentially fraudulent. PayPal says to forward it to [email protected] and then delete it. Do not click any link or enter information from that email.
Business accounts need more
Business verification asks for more information than the personal-account flow. The table compares the two.
