The International Energy Agency (IEA) recommends that people work from home where possible as one of ten immediate ways to reduce oil demand during the 2026 oil-supply disruption. Its estimate is about avoided car commuting—not a promise that remote work will cut every worker’s costs, total energy use or emissions.
What did the energy watchdog recommend?
In Sheltering From Oil Shocks, published on 20 March 2026, the IEA presents ten demand-side options for households, businesses and governments responding to an oil-market disruption. One is to “work from home where possible.” The agency says remote work can reduce oil used by private vehicles for commuting and identifies enabling remote work as a possible government action.
The recommendation is conditional: it applies where a job can be done remotely. The IEA’s Executive Director, Fatih Birol, described the report as “a menu of immediate and concrete measures” governments, businesses and households could take to shelter consumers from the crisis’s effects. The IEA summary says working from home “can significantly reduce oil consumption from commuting.”
How much oil can working from home save?
The IEA gives two estimates for different measures of car-oil use. They describe potential results under specific scenarios, not guaranteed savings for an individual or a country.

| Measure | IEA estimate | Scenario and denominator |
|---|---|---|
| National oil consumption from cars | 2%–6% lower | Three additional remote-work days for workers whose jobs allow it; the measure is national oil consumption from cars. |
| Personal car oil consumption | Around 20% lower | An average individual driver shifts from no telework to three remote days in a five-day workweek; the measure is that driver’s car oil consumption. |
The figures are not interchangeable: one estimates a national change in oil consumption from cars, while the other estimates a change in an average driver’s personal car-oil use. Neither is an estimate of a 20% reduction in emissions or household energy use. The IEA also says commuting represents between 5% and 30% of car activity across regions, which helps explain why the national effect varies.
Can everyone work from home?
No. The IEA estimates that about one-third of jobs in advanced economies and about one-fifth in emerging markets and developing economies are suitable for remote work. These are shares of jobs, not shares of workers who will necessarily work remotely. The recommendation therefore depends on job duties and whether employers can support remote arrangements; it does not apply equally across occupations or economies.

Does working from home always reduce energy use and emissions?
No. The 2026 recommendation addresses oil saved by avoiding car commutes during a supply disruption. A separate IEA analysis from 2020 considered the wider energy and CO₂ balance, including the extra energy used at home. It is a different year, scenario and metric, so its findings do not contradict the 2026 oil-demand estimate.
In its 2020 analysis, the IEA estimated that household energy consumption on a home-working day could be 7%–23% higher than on a day at the office. The range varied with region, home size, heating or cooling requirements and appliance efficiency. The agency’s global scenario—in which people able to work remotely did so one day a week—estimated an annual reduction of 24 million tonnes of CO₂ after accounting for added household energy use, and around 1% lower global oil consumption for road passenger transport.

The same analysis found that commute and home conditions mattered: a car commute longer than about 6 km was more likely to produce a CO₂ reduction, while short car commutes and public-transport commutes could result in a small emissions increase once added residential energy use was considered. Heating and cooling needs and the energy system also affect the balance. For example, winter heating is a larger factor in many regions, while air-conditioning in the United States and district heating in China change seasonal effects. These are scenario-specific findings from 2020, not new measurements for the 2026 disruption.
