South Dakota farmers quoted in coverage of the federal bridge payments described the money as short-term relief. Their larger concerns were trade access, weak selling prices, high input costs and a farm safety net they say needs structural repair, none of which a one-time check resolves.
What the payments are
On Dec. 10, 2025, the USDA Farm Service Agency (FSA) said $12 billion would be made available in one-time bridge payments. Up to $11 billion was allocated to the Farmer Bridge Assistance (FBA) Program for listed row crops. Up to $1 billion was reserved for commodities outside FBA, including specialty crops and sugar. The announcement said details and timing for that second pool were still under development.
USDA described the payments as temporary support while other policy changes and market access took effect. They were not a trade agreement and did not redesign farm policy. Their purpose was to move money to producers facing trade-market disruption and production costs in the short term.
Who qualifies and the key dates
The FSA listed these crops as eligible for FBA: barley, chickpeas, corn, cotton, lentils, oats, peanuts, peas, rice, sorghum, soybeans, wheat, canola, crambe, flax, mustard, rapeseed, safflower, sesame and sunflower.

Two program rules were stated in the announcement:
- Crop insurance enrollment was not required for FBA.
- The program’s national loss average drew on FSA-reported planted acres, Economic Research Service production-cost estimates, World Agricultural Supply and Demand Estimates yields and prices, and economic modeling.

Trade access over bailouts: Michael Miller
Michael Miller, a Freeman farmer, put the core preference plainly: “I would rather have trade deals than bailouts.” For him, the issue is not whether emergency money helps in the moment. It is whether farmers can count on buyers and export markets that keep prices stable without repeated rescue payments.
A price and input squeeze: Chad Johnson
Chad Johnson is a fourth-generation Brown County farmer who raises corn, soybeans and cattle. He described the economics of farming as a sequence of bad terms: “We buy retail, we sell wholesale, and we pay the freight both ways.” He added, “We’re basically price takers, not price makers, and it’s hard to do that when prices are suppressed, and our inputs are so high.” His complaint is about margins on both sides of the operation: what he pays for seed, fertilizer and fuel, and what he receives when he sells.

Structural change: Rob Larew
Rob Larew, president of the National Farmers Union, used the payments to argue for a different approach altogether. “We really need fundamental changes with the way we support agriculture and farmers and ranchers,” he said, “so that we don’t find ourselves in another situation like this.”
Larew also reported concerns from lenders. As reported by South Dakota Searchlight in 2025, he said lenders told him they would be unable to make loans for up to 50% of their farm customers in the next year. That figure is Larew’s secondhand account of those conversations. It is not an independently documented statewide lender survey and should not be read as a measured statewide statistic.

Why one-time aid does not settle the debate
Agricultural economist David Widmar, quoted in a June 2026 report, offered a useful frame. Conditions varied across agriculture: he said livestock profits were strong while soybean farmers struggled. He also characterized federal aid as emergency help rather than a durable long-term approach: “These are a life raft, not a kayak,” he said. “Kayaks are toys that we can plan on using. Life rafts are things that we use to get to the shore. Make sure we don’t confuse those two things.”

What remains unknown
- The reviewed sources do not establish final FBA disbursement totals or the amount ultimately paid to South Dakota producers.
- They do not confirm that every announced payment arrived on the projected Feb. 28, 2026 date.
- The lender figure is a secondhand account, not a measured statewide result.
- The farmer views above are individual positions, so they cannot be generalized to all South Dakota farmers.
Readers who want to know what their own operation received should check FSA records or the agency’s payment announcements directly, since those are the sources that would show disbursement amounts.
