Trump announced the pick on November 27, 2024, and the Senate confirmed Greer in February 2025. The headline’s “Tariff Man” is a label, not an official title and not a quote from Greer. Because the appointment happened nearly two years ago, the story is now mainly about what the office does and where to find current tariff decisions.
How the selection and confirmation unfolded
The appointment went through three public steps. Each one is a separate event, so it helps to keep them apart.

The committee vote and the floor vote are different procedural stages. A committee approval recommends a nominee to the full chamber; only the floor vote completes confirmation. The 15–12 and 56–43 figures are Senate vote counts and say nothing about trade volumes or economic outcomes.
Who Jamieson Greer is
According to the Associated Press’s report on the selection, Greer is an international trade attorney who served as chief of staff to Robert Lighthizer, the U.S. Trade Representative during Trump’s first term. Lighthizer was sworn in as the 18th U.S. Trade Representative in May 2017, according to USTR’s official biography of him.

In announcing the pick, Trump credited Greer with work on tariffs on China and other countries, and with helping replace the North American trade agreement during the first administration. Those are Trump’s characterizations, and they are reported as his view of Greer’s record rather than as independently verified accomplishments.
What the U.S. Trade Representative does
The USTR is the cabinet-level office responsible for leading U.S. trade negotiations and coordinating trade policy. USTR’s official website describes its current priorities as three things:
- Combating unfair foreign trade practices.
- Expanding market access for U.S. products.
- Seeking balance and reciprocity in trade relationships.
Tariff decisions are not made by the USTR alone. Presidential tariff actions are issued through the White House and then listed on USTR’s presidential tariff actions page, which is where readers should look for the official text of each measure.

Why Greer is called a trade hawk
“Trade hawk” is a term journalists use for officials who favor a firm, tariff-based stance toward trading partners, especially over unfair practices. The term describes a policy posture, not a formal job category. The clearest statement of Greer’s agenda is his own, from USTR’s announcement of his confirmation on February 26, 2025:

That statement lists goals rather than specific tariff rates. To judge how those goals have been applied, you need the individual actions, which are covered below.

The Lutnick announcement and why it differs
Before Greer was named, Trump announced Howard Lutnick as his pick for Commerce Secretary. The announcement said Lutnick would “lead our Tariff and Trade agenda, with additional direct responsibility for the Office of the United States Trade Representative.” That line reflects an early plan for how trade authority would be shared. It is useful context, but it is not the final arrangement: Greer was the nominee who went through Senate confirmation to run USTR, and USTR’s website identifies him as the Ambassador and U.S. Trade Representative.

Tariff rules change, and news coverage often lags behind official notices. To confirm what applies today, work from the primary record:
- Open USTR’s official website and go to its presidential tariff actions page.
- Find the action by its date. The page lists dated actions, including a temporary import surcharge dated February 20, 2026.
- Read the action itself for the rate, the legal authority it relies on, the products it covers, and its effective date.
- Check whether a later action has amended, extended, or ended it before you rely on it.
Do not infer current rates from a headline about an appointment. An appointment tells you who is in charge, not what the tariff is.

What this means for household budgets
Tariffs are collected on imported goods when they enter the country. Importers pay them, but whether the cost reaches shoppers depends on how businesses set prices, what competing goods cost, and how long a measure stays in force. A tariff on one product category can therefore show up in prices for unrelated items, or not at all, and the effect differs from one purchase to the next. Treat any claim that a specific tariff will raise your costs by a set percentage with skepticism unless it is tied to a named study and date.
