In March 2024, the City of Bayswater council approved planning for eight multiple dwellings on Lot 6, 10 Hewton Street, Morley, Western Australia, despite objections from neighbouring residents. PerthNow reported on 11 April 2024 that the council voted unanimously to grant the approval. The council’s decision is the approval itself. The reporting and council records do not show whether the homes were built, or whether the approval has since been amended, appealed, extended or allowed to lapse.
What the council approved
The application was for eight multiple dwellings and associated car parking on a site of 902 square metres, located metres from the Galleria Shopping Centre. The applicant was named in the report as Mark Anthony Design. The proposal was listed in the City of Bayswater’s ordinary council minutes for 26 March 2024 as “Proposed Eight Multiple Dwellings – Lot 6, 10 Hewton Street Morley.”

The report does not give the floor areas, storey heights, lot layout or the number of car bays, so the scale of the project can only be described in terms of dwelling count and site area.

The council minutes record deputations both opposing and supporting the officer recommendation, so residents were heard in person as well as through written submissions.
How the staff assessment was described
According to PerthNow, city staff found that the proposal met the “element objectives” for visual privacy, size, setbacks and orientation. These are the design criteria used to test a multiple-dwelling application against the residential design framework. The report is a newspaper account of that assessment. The underlying planning assessment and the detailed conditions of approval were not part of the reporting, so the staff findings are best read as what was reported, not as a full statement of how each criterion was met.
How councillors explained the decision
The report attributes the following remarks to councillors. Both speakers are identified as councillors; the report does not give a more specific role or committee title.

Councillor Steven Ostaszewskyj
Councillor Ostaszewskyj said the council had listened to residents and encouraged them to take part in the consultation process:

“We’ve listened to the residents concerns and we encourage them to participate in the consultation process around these so they can share their concerns with the city,”
He also said the city had worked with the design review panel and the applicant, and had made changes to the application in response to concerns. He summed up his reasoning by pointing to the city’s vision, its strategic plans, the town planning scheme, the residential design codes and the submissions received:

“The city’s vision, the council’s vision, our strategic plans, the town planning scheme, the residential design code, the submissions, the residential concerns; I put it all together and I think this is a fair and reasonable application.”
Councillor Assunta Meleca
Councillor Meleca acknowledged how the development would affect neighbours:
“I think about how I would feel if that development was my next door neighbour … and so that really does make me empathise with you, but I also have to think about the greater good for the future of the community,”

She then framed the wider housing question:
“What’s playing around in my mind is if I say no to this, is it actually saying no to encouraging affordable and diverse housing growth in the Morley Activity Centre?”
That phrase is the councillor’s framing. The reporting does not establish the sale or rental prices, tenure or eligibility criteria for the dwellings, so the decision cannot be described as delivering affordable housing on the evidence available.

- Parking, scale and noise: Residents raised parking, size and noise. The report does not describe how these were resolved, beyond the general statement that the application was adjusted.
- Housing growth: Councillors framed the decision around housing supply and diversity in the Morley Activity Centre, and against the city’s strategic planning documents.
What the 2024 decision does not establish
A council approval is a planning decision, not evidence that a project has been built or sold. The available reporting and council records do not establish:
- Whether construction started, or when it might finish
- Whether the approval was later amended, appealed, extended or superseded
- The cost of the dwellings, or whether any of them are affordable by any defined measure
- The full statutory assessment, conditions of approval or any alternative designs considered
Anyone checking the current position should go to the City of Bayswater’s own development application records for 10 Hewton Street, which will show any later amendments or approvals, and to the state’s planning appeal records if an appeal was lodged.
Why this matters for households in Morley
For neighbours, the decision confirms that a multiple-dwelling application can be approved after a substantial number of objections, if staff find the relevant design objectives met and councillors judge the wider planning case stronger. For anyone considering buying, renting or investing near the Morley Activity Centre, the decision is one data point. It shows the planning direction the council took in 2024. It does not show what similar projects will cost, how quickly they will be completed, or what they will sell or rent for.
