eVTOL aircraft could compete with helicopters on a narrow set of short missions: urban passenger trips, airport shuttles, cargo, and emergency response. They are not established as a general replacement for helicopters. The $49bn figure in this headline does not appear in the FAA or USDOT materials covered here, so it should not be quoted as the size of the helicopter industry.
The most useful number in the official record is a forecast of approximately US $115 billion for the US advanced air mobility (AAM) market by 2035. It describes a market that has not yet reached scale, not the helicopter business that operates today.
Why the $49bn headline does not settle the question
Neither the FAA materials nor the 2025 USDOT strategy reviewed for this article contain a $49bn figure, and no publisher, year, or market definition is attached to it in the sources available here. Until those details are found, the number cannot be checked against anything.
The closest official figure comes from the FAA’s Aerospace Forecast for fiscal years 2023 to 2043, published in 2023. The FAA cites an estimate by Deloitte and the Aerospace Industries Association that the US AAM market could reach approximately US $115 billion by 2035, with US $57 billion attributed to passenger air mobility. That is a projection for a category that includes many aircraft types and operations, not a measure of current helicopter revenue.

Two different aircraft concepts
Helicopters are rotorcraft. The aircraft most often grouped under “eVTOL” are, in the FAA’s terms, powered-lift aircraft: they take off and land vertically and fly at low speed in a way similar to a helicopter, then transition to wing-borne cruise similar to an airplane. The FAA describes this as combining characteristics of both aircraft types.

The terms are not fully interchangeable. Advanced air mobility is the broader system of aircraft, technologies, operations, and infrastructure. eVTOL describes a common aircraft design within that system. A helicopter is a different category altogether, so a comparison has to specify which aircraft is meant.
Where the comparison plausibly holds
The FAA lists several possible AAM and powered-lift uses. These are potential roles. Commercial maturity has not been shown for any of them in the official sources reviewed.

Urban passenger trips and airport shuttles
Urban passenger service is the use most often associated with eVTOLs. The FAA expects initial AAM operations to use existing helipads, routes, and air traffic control services where possible, and says early operations will be much like helicopter service today. In practice, the first routes are likely to resemble short helicopter transfers between helipad-equipped sites rather than a new network of purpose-built stops.

Air ambulance is already a helicopter mission, so it is the most direct point of comparison. The FAA names short-haul air ambulance as a possible powered-lift use. Whether an eVTOL can match a helicopter depends on the specific route: distance, weather limits, reserve requirements, and the availability of alternate landing sites all change the answer.
Cargo
The FAA identifies cargo as a possible AAM use. No payload or range figures for a named cargo aircraft are established in the official sources reviewed, so cargo should be judged aircraft by aircraft.

Firefighting and search and rescue
The FAA also lists firefighting and search and rescue as possible uses. Both depend heavily on endurance, payload, and the ability to operate in poor conditions. These are the missions where helicopters have the longest operating record, so claims of substitution need named aircraft and documented performance.
How to compare on a specific route
A fair comparison fixes the mission and route first, then compares the aircraft on the same terms. The table below sets out what each axis requires and what the FAA and USDOT sources reviewed actually establish.

For that reason, no official source reviewed supports a headline claim that eVTOLs are cheaper, quieter, safer, or greener than helicopters. Any such claim needs aircraft-specific data for the route in question.

What the US rules settle, and what they leave open
On October 22, 2024, the FAA announced a final rule for powered-lift pilot and instructor qualifications and operating requirements. It includes minimum safe altitudes and visibility requirements. The rule applies helicopter operating requirements to some phases of flight and uses performance-based rules for certain operations. The FAA says powered-lift aircraft can be certified under an existing regulatory framework, with requirements evaluated according to each project’s design, production, airworthiness, and operation. Some projects can require additional criteria.
FAA Administrator Mike Whitaker said in the agency’s October 22, 2024 announcement: “The FAA will continue to prioritize the safety of our system as we work to seamlessly integrate innovative technology and operations. This final rule provides the necessary framework to allow powered lift aircraft to safely operate in our airspace.”
The rule is a framework. It does not certify any particular aircraft, approve an operator, or show that a service is commercially ready.

Infrastructure: building blocks, not network coverage
The FAA issued vertiport design standards in September 2022 and an urban operations blueprint in May 2023. These are useful references for planners and operators. They do not establish that any market already has the infrastructure needed for scaled service, and the FAA’s own expectation that early operations use existing helipads suggests that dedicated networks are a later stage.
Policy direction from USDOT
The USDOT’s Advanced Air Mobility National Strategy, last updated December 17, 2025, presents AAM as a group of emerging aviation technologies. Its policy aims cover accessibility, affordability, autonomy, infrastructure, employment, and innovation. The strategy sets government direction. It does not show that those outcomes have been reached.
What this means for your money
- Market size is not a return signal. A category forecast does not show which manufacturer, operator, or airport will earn revenue, or when. The FAA itself notes that the underlying assumptions about certification and infrastructure are uncertain.
- Price the trip you can actually buy. Helicopter tours and charters operate today, so their prices can be checked. The sources reviewed do not establish eVTOL fares for any route.
- Separate announced routes from scheduled service. Before booking or committing money to an eVTOL service, check that the aircraft type is certified, the operator holds the required authority, and the route has published fares and a start date.
- Check the date on every forecast. The $115 billion projection is from a 2023 document with a 2035 horizon. Later estimates may differ, and they should be checked when quoted.
Use the headline as a prompt to ask which market is being described, who measured it, and when. The answers will usually show that eVTOLs and helicopters are competing for a small set of missions today, while the larger market figures describe a future that is still being built.
