Why an AI Super PAC Targeted Alex Bores—and What Happened Next

Leading the Future made Alex Bores its first target over his support for New York AI safety rules. The RAISE Act was later signed, and Bores lost the 2026 NY-12 Democratic primary.

Leading the Future selected New York Assemblymember Alex Bores as its first target in November 2025, opposing his bid for Congress because of his support for state AI regulation. Bores answered, “bring it on.” The RAISE Act he sponsored was later signed by Gov. Kathy Hochul, but Bores lost the June 2026 Democratic primary for New York’s 12th Congressional District to Micah Lasher.

The clash was about more than one candidate: it exposed a dispute over whether states should set AI safety rules while Congress has not acted, or whether the United States needs one national framework. Political spending on both sides grew during the race, but the published figures describe different dates and categories and should not be added together.

Why Leading the Future targeted Bores

TechCrunch reported on November 17, 2025, that Leading the Future had chosen Bores and his congressional campaign as its first target. Bores was the chief sponsor of New York’s RAISE Act, a bill setting safety and disclosure requirements for large AI developers. The group’s leaders opposed state-by-state rules and argued for a national approach.

Who was behind the PAC

In its November 2025 report, TechCrunch said Leading the Future had formed in August and had made an initial commitment exceeding $100 million. That was a reported commitment at the time, not a current spending total. TechCrunch named Andreessen Horowitz (a16z), OpenAI President Greg Brockman, Palantir co-founder Joe Lonsdale, and Perplexity among its supporters.

What Bores said

Speaking to journalists on November 17, Bores said, “I appreciate how straightforward they’re being about it.” He described forwarding the PAC’s stated plans to constituents: “When they say, ‘Hey, we’re going to spend millions against Alex because he might regulate Big Tech and put basic guardrails on AI,’ I just basically forward that to my constituents.” On the case for regulation, he said, “Having basic rules of the road, literal or metaphorical, is actually a very pro-innovation stance if done well.”

What New York’s RAISE Act required—and its status

The November 2025 TechCrunch account described the RAISE Act as requiring large AI labs to create and follow safety plans, disclose critical safety incidents, and refrain from releasing models presenting unreasonable risks of critical harm. That report said civil penalties could reach $30 million and that the bill was awaiting Hochul’s signature. Those details describe the bill as reported then, not necessarily the law as enacted.

When What was reported
November 2025 TechCrunch described the bill’s proposed safety-plan, incident-disclosure, and model-release provisions and reported a maximum civil penalty of up to $30 million. It said the bill was awaiting the governor’s signature.
January 2026 A newsletter from Bores’s Assembly office said Hochul had signed the RAISE Act and characterized it as tightly scoped to the largest and most powerful AI systems.

The Assembly office newsletter establishes that the bill became law, but the available accounts here do not set out all subsequent implementation details or amendments.

Why the two sides disagreed about AI regulation

Leading the Future’s co-leads, Zac Moffatt and Josh Vlasto, told TechCrunch: “America needs one clear and consistent national regulatory framework for AI that strengthens our economy, creates jobs for American workers, supports vibrant communities, and protects users.” Their position was that state laws risked burdening companies and undermining competitiveness, while a uniform federal framework could avoid a patchwork of rules.

Bores argued that states could act while Congress had not addressed AI risks, and that carefully designed basic requirements could support rather than obstruct innovation. The competing claims about competitiveness, safety, and innovation were arguments from the participants; the cited reporting does not resolve their effects.

How outside spending changed during the race

Reports documented spending both against and in support of Bores, but they used different dates and descriptions of the spending. A commitment, an ad-spending report, and an aggregate account of spending through a subsidiary are not interchangeable measures.

What happened to Bores’s congressional campaign

On June 23, 2026, the Associated Press reported that Bores had lost the Democratic primary for New York’s 12th Congressional District to Micah Lasher and conceded. That ended the congressional campaign that Leading the Future had targeted in 2025.
