The deal covered more than 300 ZeniMax quality-assurance workers and publicly promised wage increases, minimum salaries, job protections, grievance procedures, QA crediting, and provisions tied to workplace AI. It was later ratified by workers in late June 2025, according to CWA.
Who the ZeniMax agreement covered
The bargaining unit represented more than 300 quality-assurance (QA) workers at ZeniMax Media, a Microsoft subsidiary. CWA identified the members as represented by Locals 2100, 2108, and 6215, with workers in Maryland and Texas. The union said it formed in January 2023 as the first video-game studio union at Microsoft. CWA’s May 30, 2025 announcement and CWA District 3’s June 5, 2025 summary describe the unit and its terms.

The first-contract announcement followed earlier organizing and bargaining milestones. In December 2023, CWA said an agreement would bring 77 contract workers into the union: 23 were described as moving into permanent full-time jobs and 54 into temporary roles. That report also described paid holidays, paid sick leave, and a tentative agreement on workplace AI. CWA’s December 2023 account reported those details.
What the deal publicly included
CWA’s May announcement described the tentative contract as providing across-the-board wage increases, new minimum salaries, protections against arbitrary dismissal, grievance procedures, and a policy for crediting QA workers’ contributions. The later District 3 summary also listed position upgrades, job-security measures, and professional development.

The public announcements do not state the dollar amounts of wage increases or minimum salaries, the contract’s duration, or the full language of its provisions. The terms should therefore be understood as the union’s public summary, not as a complete wage schedule or contract text.
How the tentative deal became a ratified contract
On May 30, 2025, CWA said the tentative agreement followed nearly two years of bargaining and anticipated member explanation meetings and a ratification vote expected to conclude by June 20. On June 5, District 3 said meetings and a vote were being scheduled. A later CWA report states that ZeniMax workers ratified a contract in late June 2025. The May announcement was tentative when issued; ratification is the later reported status. CWA’s February 2026 report gives the ratification update.

What the agreement said about workplace AI
CWA said the first contract incorporated an earlier agreement governing workplace AI. Under that earlier agreement, the company would notify the union if AI implementation might affect members; the union could then request bargaining over the effects. This is a notice-and-effects-bargaining provision as described by CWA, not a blanket ban on AI or a published list of prohibited uses. The first-contract announcement notes that it incorporated the AI agreement, while CWA’s 2023 report describes the earlier agreement.

The public terms and figures above come from CWA and its district, rather than an independently published contract analysis. CWA reported that more than 2,000 Microsoft video-game workers had joined the union under a neutrality agreement; that is the union’s figure and refers to a broader group, not the ZeniMax QA unit alone. CWA’s 2022 announcement described that framework as enabling covered employees to communicate with union representatives, choose representation through a streamlined process, keep their choice confidential if desired, and use expedited arbitration for unresolved disputes. It specified Activision Blizzard coverage after the acquisition closed; it is background context, not a substitute for the ZeniMax contract’s terms.

Page Branson, a Senior II QA Tester and ZeniMax Workers United-CWA bargaining committee member, called the tentative deal “a monumental victory for all current video game workers and for those that come after.” CWA President Claude Cummings Jr. said it showed what was possible when workers stood together. These are statements from a bargaining committee member and the union’s president, respectively, rather than independent evaluations of the agreement.
