Zelle expanded its reimbursement policy in June 2023, but it does not promise refunds for every scam. Whether you authorized the payment is central: some qualifying imposter scams may be reimbursed, while transfers made without your permission are treated as unauthorized fraud and typically qualify after the financial institution investigates. The change came before the CFPB’s lawsuit, which was dismissed in March 2025 without a trial.
What Zelle changed—and when
Zelle expanded its reimbursement policy in June 2023 to cover certain imposter scams, according to the Senate Permanent Subcommittee on Investigations. This was a limited policy expansion, not a blanket guarantee that victims of any scam will get their money back.
The Subcommittee reported that, in the six months after the change, $18.3 million was reimbursed for scam claims—about 15–20% of scam disputes during that period. That is a historical figure for the policy’s early reach, not a current reimbursement rate or a measure that can be used to compare banks. Senate Permanent Subcommittee on Investigations report.
Scam or unauthorized fraud? The difference matters
You sent the payment after being deceived
Zelle describes a scam as a payment you knowingly sent but for which you did not receive what you expected. A person who was tricked into authorizing a payment has a different claim type from someone whose account was accessed without permission. Zelle says certain qualifying imposter scams may be reimbursed; that does not mean every authorized payment made under false pretenses is eligible. Zelle’s scam guidance.

Someone sent money from your account without permission
Zelle describes fraud as an unauthorized payment after someone accessed your account without your permission. It says these transactions typically qualify for reimbursement after investigation. “Typically” is not a guarantee that a particular claim will be approved, and the financial institution handles the claim process. How to report a Zelle scam or unauthorized transfer
- Contact your bank or credit union promptly. If you use Zelle through a financial institution, Zelle directs you to report the transaction to that institution. Explain whether you personally authorized the payment or someone accessed your account and sent it without permission.
- Ask how the institution will handle your claim. Its investigation and process determine how your case is assessed; the available guidance does not establish identical procedures at every bank or credit union.
- Use other reporting channels where relevant. Zelle points consumers to the FTC and the FBI’s Internet Crime Complaint Center (IC3) for scam reports, and IdentityTheft.gov for identity theft. These are reporting channels, not promises of reimbursement. Zelle support.
What happened to the CFPB’s lawsuit?
The CFPB sued Early Warning Services, Zelle’s operator, and Bank of America, JPMorgan Chase, and Wells Fargo on December 20, 2024. The Bureau alleged violations of the Consumer Financial Protection Act and, as to the banks, the Electronic Fund Transfer Act and Regulation E. Those were allegations in the complaint, not findings after a trial. CFPB case page and CFPB announcement.

The CFPB filed a notice voluntarily dismissing the federal action with prejudice on March 4, 2025, and the court dismissed the case with prejudice on March 5. The case therefore ended without a trial adjudicating the complaint’s allegations. Its dismissal does not establish that those allegations were false.
In its December 20, 2024 announcement, then-CFPB Director Rohit Chopra said, “At just three banks, Americans have lost over $800 million.” That was the CFPB’s assertion in support of its lawsuit, not an independent finding established by the case outcome. CFPB announcement.

What the later New York case does—and does not—establish
In August 2025, the Associated Press reported that New York Attorney General Letitia James sued Early Warning Services in state court, alleging inadequate protections. The reported filing establishes that the state case was brought; it does not establish its later procedural status or outcome. Associated Press report.
