If your city or county required you to file a return, missing it can lead to a late-filing penalty. If you also owe tax, interest or collection steps may follow under local rules. The consequences depend on your location, the tax involved and the year—there is no single nationwide rule for local taxes.
First, identify what “local taxes” means
Local taxes can include income, real estate or other property, personal property, and purchase taxes. Not every locality imposes every kind. A missed return and an unpaid bill are different problems: property-tax delinquency, for example, is generally a payment issue rather than a missing income-tax return. USAGov advises taxpayers to “Find your local government’s website for information about county or city taxes” (USAGov’s state and local tax guidance).
A federal or state return does not establish whether you also had to file a city or county return. To determine that, the local authority may need your location, tax year, residence and work locations, income, withholding or payments, and any applicable exemptions. Withholding does not necessarily satisfy a separate filing requirement, and an omitted return does not by itself prove that you owe tax.
What can happen if a required local return is missing?
The local government’s rules control. A late-filing penalty may apply; if tax remains unpaid, interest or collection consequences may also apply. The basis, amount, deadlines, and available relief vary by jurisdiction, so do not use a federal penalty amount as an estimate of a local charge.

Example: Ohio municipal income tax
Ohio Revised Code §718.27 provides for a municipal late-filing penalty within its statutory framework, including limits and provisions concerning abatement. Its application depends on the law and municipality. This is an Ohio example, not a rule for cities nationwide. See the Ohio Revised Code §718.27.
Federal penalties are separate
The IRS says federal failure-to-file penalties generally depend on unpaid federal tax. An unpaid federal balance may also accrue interest and a separate failure-to-pay penalty. These are federal rules and do not determine what a local authority can charge. The IRS also says that a federal extension to file does not extend the time to pay; check with your local tax administrator because local extension rules may differ. What to do if you may have missed the deadline
- Identify the tax and year. Determine whether the issue is, for example, a city income-tax return or a real estate property-tax bill, and note the city or county involved.
- Contact the local tax office. Use the official local government website or call the tax department. Ask whether you were required to file, whether a return is missing, what is currently due, and whether penalties or interest have been assessed. USAGov directs people to their local government for city and county tax details.
- If a return was required, ask how to file it late. Ask whether local rules offer an extension, payment plan, first-time relief, or reasonable-cause abatement. Do not assume a federal extension or penalty relief applies to a local tax.
- If you cannot pay in full, ask about payment options. Keep copies of returns, payment records, notices, and any explanation for the delay.
- Respond to any notice by its deadline. Follow the contact and response instructions on the notice and deal with the agency that issued it. An IRS notice’s instructions apply to that IRS notice, not automatically to a local one.
The IRS says reasonable-cause relief may be available for certain federal penalties, while interest generally continues until assessed amounts are paid. That describes federal policy only; ask the local authority what relief, if any, it allows.

A reliable determination requires the specific city or county, tax type, tax year, and relevant facts such as where you lived and worked, your income, and any withholding or payments. Local rules can also differ on whether a return is required when no tax is due. Check the local authority’s official guidance or code rather than assuming that a requirement or exemption applies everywhere.
