Luxembourg Prime Minister Luc Frieden sees Amazon as a strategic partner because the company has a substantial economic presence in the country and because he believes digital sovereignty does not require shutting out foreign technology providers. His argument is that governments should retain some control over data while staying open to global firms—a position that leaves questions about control of data and critical services at the center of the debate.
Why Frieden calls Amazon a strategic partner
In an interview with GeekWire published Nov. 11, 2025, Frieden described Amazon as a “strategic partner” and said, “We consider Amazon almost to be a Luxembourg company.” He connected that relationship to Luxembourg’s approach to business: “We are business friendly, we are open, we are stable, [and] we are predictable.” Those are Frieden’s descriptions of the country’s appeal, not an independent assessment of the partnership.
The remarks came during a West Coast working visit scheduled for Nov. 8–12, 2025. The Luxembourg government said the visit was focused especially on digital technology and artificial intelligence. The government’s announcement sets out the visit’s dates and objectives.

The investment and employee figures are Amazon-reported. The GDP and wider employment impacts are modeled estimates credited to Keystone Strategy and published by Amazon, rather than a direct count of Amazon employees. The figures help explain the economic case Frieden makes, but they do not by themselves settle questions about data governance or reliance on a large provider. Amazon’s report provides its figures and attribution.
How Frieden defines digital sovereignty
Frieden rejects the idea that digital sovereignty requires a country to cut itself off from global technology companies. In the GeekWire interview, he said sovereignty is “only about having some control over your data” and called that a legitimate goal for governments and regions. His framing treats openness to providers such as Amazon and public control over data as compatible in principle; it does not specify how much control is sufficient or how particular services should be governed.

He cited Clarence, a Luxembourg–Belgian joint venture that uses Google Cloud technology, as an example in the discussion. It is not an Amazon or AWS project. That distinction matters: the example illustrates his broader argument about using international technology while pursuing control over data, not Amazon’s involvement in Clarence.
His AI views are part of the same openness debate
Frieden welcomed investment in artificial intelligence while saying its environmental effects need to be managed. He also argued for closer EU–U.S. alignment on AI rules, saying, “It’s the wrong approach, because AI is by nature global,” in criticism of divergent approaches. On the EU AI Act, he said, “Like in many areas of European regulation, it is a little bit too complicated,” and expressed support for simplification. These are the prime minister’s stated positions, not a consensus view or a description of agreed EU policy.

His position reflects a policy trade-off: attracting technology investment and keeping systems connected across borders, while setting rules for data control, environmental impacts, and the use of AI. The interview records his preference for openness and simpler, more aligned rules; it does not establish that these goals have been reconciled in practice.
