Lord David Pannick KC is a prominent barrister who led Manchester City’s legal team when the Premier League disciplinary hearing into alleged rule breaches opened on 16 September 2024. He also represented City in a separate arbitration over the league’s Associated Party Transaction (APT) Rules. That arbitration ended in a September 2025 settlement; it was not the hearing over the 115 alleged charges. The available sources do not establish the disciplinary case’s outcome or Pannick’s later role in it.
Who is Lord Pannick?
Lord David Pannick KC is a barrister and member of the House of Lords. His documented role in Manchester City’s dispute with the Premier League is as counsel for the club—not as a decision-maker, and not as evidence of how either proceeding would turn out.
In a House of Lords debate on 18 December 2024, Pannick declared: “I declare again my interest as counsel for Manchester City Football Club in recent disciplinary proceedings brought by the Premier League.” The Hansard record confirms his own description of that role.
Why was Lord Pannick representing Manchester City?
City faced two distinct legal disputes with the Premier League, and Pannick was among the club’s counsel in both. BBC Sport reported that he led City’s legal team when the disciplinary hearing opened on 16 September 2024. A tribunal award in the separate APT arbitration lists him among City’s counsel at a hearing in January 2025.

Those records establish representation at particular stages. They do not establish that Pannick continues to lead every part of City’s legal work.
Are the APT case and the 115 charges the same case?
No. The disciplinary case concerned allegations that City breached Premier League rules. The APT arbitration challenged the league’s rules for assessing transactions involving associated parties, such as related-party deals. The proceedings had different questions and outcomes; settling the APT dispute did not decide the disciplinary allegations.

What were Manchester City’s 115 alleged charges?
When the disciplinary hearing opened in September 2024, BBC Sport reported 115 alleged charges, grouped by the league into five categories:
- 54 allegations concerning accurate financial information.
- 14 concerning payment details for players and managers.
- Five concerning UEFA rules.
- Seven concerning the Premier League’s profitability and sustainability rules.
- 35 concerning cooperation with investigations.
These are allegations, not established findings. BBC Sport also noted confusion in the league’s original listing and reported that 130 was cited elsewhere as a count of alleged breaches, not as an additional 130 charges. Its report covers the hearing’s opening; it does not establish a later verdict.

What happened in the APT arbitration?
The first award: October 2024
On 7 October 2024, the Premier League published its account of the first APT arbitration award. The league said the tribunal rejected most of City’s arguments but found limited aspects of the rules or their operation non-compliant. That is the league’s characterization of a mixed result, not a simple win for either side. Read the Premier League’s statement on the first award.
The later award: February 2025
New APT Rules took effect in November 2024, according to the league. After a further arbitration hearing on 27–28 January 2025, the tribunal found the previous rules unenforceable as a whole. The Premier League said the award did not decide whether the replacement rules were valid and effective. The league’s statement on the second award describes its position; the redacted second partial final award records the tribunal’s decision and counsel appearances.

The settlement: September 2025
On 8 September 2025, the Premier League announced that City had accepted the current APT Rules as valid and binding and that both parties had agreed to terminate the arbitration. The league said, “This settlement brings an end to the dispute between the parties regarding the APT Rules.” The settlement ended the APT dispute; it was not a merits judgment on the separate disciplinary case. What is known about the disciplinary case now?
The latest outcome established by the sources cited here is the September 2025 settlement of the APT arbitration. The BBC report documents the disciplinary hearing’s opening in September 2024, while Pannick’s December 2024 parliamentary declaration confirms his counsel role at that time. These sources do not establish the disciplinary case’s eventual outcome or whether Pannick remained involved later. Do not treat the APT settlement as resolving the 115-charge case.
