The name “Dara Casino” refers to two different businesses. For the physical casino in Dara Sakor, Cambodia, the most recent company filings name LongBay Entertainment Co., Ltd. as owner. The gaming tables inside it are run by Wisdom Ocean Group Limited, a subsidiary of Century Entertainment International Holdings. For the US-facing sweepstakes website that uses the same name, a September 2026 review says International Games System (IGS) owns it, but we found no primary corporate filing or operator statement that confirms this. Neither business has a founder that the available sources establish.
Two businesses share the name
Searches for “Dara Casino” return results about an online sweepstakes brand aimed at US players and a land-based casino in Dara Sakor, a resort area in Cambodia. The two are not connected in any source we reviewed, and facts about one do not transfer to the other. Most of the ownership confusion comes from mixing them up.
The physical casino in Dara Sakor
LongBay Entertainment Co., Ltd.
Hong Kong-listed company filings identify LongBay Entertainment Co., Ltd. as the owner of the Dara Sakor casino and the contracting party for its VIP-room gaming operations. A 2020 filing with Hong Kong Exchanges and Clearing Limited (HKEX) describes LongBay as the landlord of the casino location, with a lease running from 1 October 2020 through 30 September 2035. A later filing, from 2025, describes LongBay as the owner. The sources we reviewed do not explain the change in wording, so the 2025 description is the most current one available.
Wisdom Ocean Group Limited, the table operator
Ownership and gaming-table operation are separate roles. Wisdom Ocean Group Limited, a subsidiary of Century Entertainment International Holdings, runs the seven VIP gaming tables under an agreement with LongBay. Century Entertainment’s September 2024 board letter sets out the terms of that agreement, and its 2025 filing says Wisdom Ocean has operated all seven tables from early September 2024, under an initial three-year arrangement. The 2025 filing also describes a payment of US$35,000 per month that Wisdom Ocean would pay LongBay under the reported arrangement. That figure comes from the company’s own disclosure and applies to this agreement only.

The 2023 report naming Ng Man Sun
A February 2023 report from Inside Asian Gaming attributed ownership of the Dara Sakor casino to Ng Man Sun at that time. This is a dated statement from trade reporting, not a current ownership finding. It predates the later company filings that name LongBay, so it should be read as the owner at that earlier point, not as the present position.
Why the sources appear to conflict
Most apparent contradictions come from three differences in what the sources describe.

A reader who sees “Ng Man Sun,” “LongBay,” and “Wisdom Ocean” in different articles is usually looking at a 2023 report, a 2024 agreement, and a 2025 filing. Those describe different points in time and different roles.

The two start dates for table operation do not match. The company’s own 2025 filing points to early September 2024, while the trade report points to 1 October 2024. We could not reconcile the difference from the sources, so both dates are shown as reported.

The US sweepstakes website
A September 2026 review by GameChampions states that International Games System (IGS) owns the US-facing Dara Casino sweepstakes brand and that the brand launched in November 2024. We did not find a primary corporate filing, operator statement, or terms-of-service document that confirms either claim. Treat the IGS ownership and the November 2024 launch date as the review’s assertions, not established facts.
Sweepstakes sites often list the operating entity in their footer, terms of service, or official rules. That is the place to check whether the name matches the claim, though a listed entity still does not reveal the person behind the business.

Who founded Dara Casino?
No source we reviewed names a founder of the physical casino or of the online sweepstakes brand. The 2023 report names Ng Man Sun as the casino’s owner at that time, and that is not the same as founding it. We do not have a verified founder for either business, and naming one would go beyond the evidence.

How to check the current owner yourself
- Decide which Dara Casino you mean. If the question concerns a location in Dara Sakor, Cambodia, it is the physical casino. If you are asking about a US sweepstakes site, the physical-casino filings do not apply.
- For the physical casino, search HKEX’s filings for LongBay Entertainment Co., Ltd. and for Century Entertainment International Holdings. Read the most recent annual report or announcement that mentions the Dara Sakor casino and check whether it uses the word “owner,” “landlord,” or “operator.”
- For a sweepstakes site, open its terms of service or official rules and note the legal entity named. Then check whether that entity is the one a reviewer attributes to IGS.
- Record the date of every source. A 2023 article and a 2025 filing can both be accurate for their own dates and still disagree.
What is and is not established
- Established by company filings: LongBay Entertainment Co., Ltd. is named as owner of the Dara Sakor casino in the 2025 filing, and Wisdom Ocean Group Limited operates the gaming tables under an agreement with LongBay.
