The White House’s May 2024 announcement was a non-binding proposal of up to $120 million for Polar Semiconductor’s Bloomington, Minnesota, expansion—not the final award. On September 24, 2024, the U.S. Department of Commerce announced a final award of up to $123 million in direct funding, with payments tied to project milestones. The company’s capacity increase and job figures remain projected outcomes; Polar says full deployment is planned for 2027.
How the funding changed from proposal to award
| Date and stage | Amount | What it means |
|---|---|---|
| May 13, 2024: preliminary terms | Up to $120 million | Commerce and Polar announced a non-binding preliminary memorandum for proposed federal incentives under the CHIPS and Science Act. It was not a final award. Commerce announcement |
| September 24, 2024: final award | Up to $123 million | Commerce announced a final direct-funding award after due diligence. Funding is to be distributed as project milestones are completed. Commerce announcement |
The $123 million is an award ceiling, not confirmation that the full amount has been paid. The cited Commerce announcement says disbursement depends on milestones; the sources do not establish how much had actually been disbursed.
What Polar Semiconductor makes and where the project is
Polar Semiconductor manufactures sensor and power chips at its facility in Bloomington, Minnesota. The CHIPS Act-supported project expands and modernizes that site, including additional 8-inch production capacity and factory automation. Commerce described the broader project investment in May 2024 as more than $525 million, combining private, state and federal sources. That project total is not the amount of the federal award. Commerce’s May 2024 announcement
Commerce’s preliminary announcement also reported $75 million from Minnesota’s Department of Employment and Economic Development and said Polar planned to claim a federal investment tax credit of up to 25% of qualified capital expenditures. Those were reported funding and tax-credit plans in 2024; they do not establish current disbursement or that Polar has realized the tax credit.

What capacity and jobs the expansion is expected to add
NIST’s project profile describes a projected increase from roughly 20,000 to roughly 40,000 wafer starts per month at the facility. These are project expectations, not evidence that the higher production rate has been reached. Actual output depends on the product mix, and Polar’s own manufacturing page describes capacity in terms that vary by product. NIST project profile
| Project measure | Figure | Status |
|---|---|---|
| Wafer starts per month | Roughly 20,000 to roughly 40,000 | Projected capacity change listed by NIST; not a reported completed result. |
| Manufacturing jobs | 98 | Estimated project jobs listed by NIST. |
| Construction jobs | 68 | Estimated project jobs listed by NIST. |
The job figures are estimates associated with the project, not confirmation that those roles have been filled. NIST also describes the total project investment as more than $525 million. NIST project profile
