Project management organizes the work needed to deliver an initiative; organizational change management prepares and supports people as they adopt the new ways of working it introduces. They are distinct but connected disciplines: delivering an output does not, by itself, ensure that people use it or that the organization realizes its intended value.
Here, “change management” means organizational change management—not control of project scope or changes to an IT production environment.
How the two disciplines differ

This distinction is about emphasis, not a wall between roles. Project managers still need to consider people and adoption; change management is more than announcements or persuading reluctant employees. It can involve leadership, stakeholder commitment, communication, support, and readiness factors that influence project decisions and design. How they work together: a system rollout
Suppose an organization is introducing a new finance system. Project management coordinates the delivery work: defining what the rollout includes, planning configuration and deployment, tracking schedule and budget, and managing risks and issues. Organizational change management focuses on the people whose work will change: identifying affected groups, preparing leaders and sponsors, explaining what will be different, arranging training and support, gathering feedback, and reinforcing use after launch.

These activities should inform one another. User feedback or low readiness may affect rollout design, timing, training needs, or deployment plans; project decisions in turn shape what people need to learn and when. In PMI’s 2014 white paper, adoption of project outputs is treated as part of creating organizational value, with readiness considerations relevant to planning, design, and deployment (“One Solution for Project Success”). A separate PMI report describes change initiatives as requiring project or program execution alongside organizational preparation, stakeholder buy-in, and executive sponsorship before, during, and after implementation (“Enabling Organizational Change Through Strategic Initiatives,” March 2014).
Who handles communication and training?
There is no universal role split. A change practitioner may develop the communication and workforce transition plans, while project managers coordinate those activities with the schedule and delivery work. Leaders and sponsors help explain why the change matters; managers may support their teams; trainers or subject-matter experts may deliver instruction; and users can provide feedback. In a smaller initiative, one person may cover several responsibilities. More complex initiatives may assign specialist roles.

Research on the formal authority between project managers and change managers noted distinct bodies of knowledge and no settled consensus about authority or how the disciplines should work together (Pollack and Algeo, Project Management Journal, 2014: “Perspectives on the formal authority between project managers and change managers”). The practical need is to coordinate ownership, not to assume one reporting line fits every organization.
Clarify what “change management” means
In a discussion about organizational change, the term means preparing and supporting people through a transition in how they work. In project controls, it can instead mean reviewing and approving changes to scope or configuration. In IT operations, it can mean coordinating changes in a production environment. These are related uses of the same phrase, but they describe different work; clarify the meaning when the context is ambiguous. PMI’s 2011 paper discusses multiple perspectives on the term (“Change management: understanding the human dynamics”).

What the evidence can—and cannot—say about success
A 2015 PMI summary of research involving 140 respondents—mainly from Australia, including 56% in project management roles, 26% in program management, and 18% in change management—reported an association between using project and change-management practices and project success. It also identified informed decisions and business integration as critical success factors (“Project Management and Organizational Change,” June 2015). That finding is an association from a particular study, not proof that any specific combination of practices guarantees success.
The available sources do not establish a recent, directly comparable figure for the difference in outcomes between project management alone and project management integrated with organizational change management. PMI’s March 2014 report uses the phrase “nearly half” when discussing failed change initiatives, but the cited passage does not provide a directly attributable original study or method for that headline, so it should not be treated as a current universal failure rate.
