What Was India’s GDP Growth in 2022–23? Three Forecasts, Then the Official Estimates

Three forecasts for India’s FY 2022–23 real GDP growth differed; later NSO estimates moved from 7.0% to 7.2% and back to 7.0%.

The three answers—8%–8.5%, 6.6% and 7.8%—were forecasts of India’s real GDP growth for the 2022–23 financial year, not three estimates of the country’s GDP in rupees. The figures came from the Economic Survey, the Union Budget and the Reserve Bank of India (RBI), respectively, within 11 days, as reported at the time by Scroll. Later National Statistical Office (NSO) estimates put real growth at 7.0% in the First Advance Estimate, 7.2% in the Provisional Estimate and 7.0% in the First Revised Estimate. Each figure belongs to a dated statistical vintage.

What the three answers meant

“GDP” can mean the value of all goods and services produced in a year, or the rate at which that value grows. The three figures in the headline were growth forecasts, not rupee totals. They referred specifically to real GDP growth, which measures output using constant prices to separate changes in production from changes in prices.

The three numbers were issued by different institutions and were not a single agreed forecast. The available contemporary account identifies their values and sequence but does not establish a full, directly comparable set of underlying assumptions for each forecast. The 7.8% figure was the RBI’s real-growth projection; the same report said the RBI expected average consumer inflation of 4.5% and nominal GDP growth of 12.3%. Nominal growth is a separate measure, not another forecast of real growth.

Real growth is not nominal growth—or GDP’s rupee value

Real GDP growth is calculated using constant prices. Nominal GDP is measured at current prices and reflects both changes in output and changes in prices. A GDP level is a rupee amount; a growth rate is a percentage comparing one period with another. These are related but different answers to “What is India’s GDP?”

For example, NSO’s First Advance Estimate released on 6 January 2023 put FY 2022–23 real GDP at ₹157.60 lakh crore at constant 2011–12 prices, with real growth of 7.0%. It separately estimated nominal GDP at ₹273.08 lakh crore at current prices, with nominal growth of 15.4%. These are estimates for that release vintage, not interchangeable measures or the forecasts published earlier. NSO/MoSPI’s release labels the real and nominal figures separately.

How the official FY 2022–23 estimates changed

National accounts estimates are revised as more source information becomes available. The dated sequence below shows why a reported figure should be identified by its release vintage rather than treated as a timeless final answer.

The January 2023 First Advance Estimate was an early projection based on indicators available for roughly the first seven to eight months of the fiscal year. MoSPI said it used information including industrial production, listed-company financial performance, crop estimates, transport activity, bank deposits and credit, and government accounts. It cautioned: “However, these are early projections for 2022-23.” The release also noted that improved data coverage, actual tax receipts and subsidy expenditure, and revisions from source agencies could affect later estimates. MoSPI’s First Advance Estimate release describes the method and caveats.

The Second Advance Estimate, released on 28 February 2023, used a benchmark-indicator method, extrapolating the prior-year estimate with relevant sector indicators. Its real GDP level changed, while its real growth rate remained 7.0%. The Second Advance Estimate release gives that vintage’s figures and method.

In May 2023, MoSPI’s Provisional Estimate incorporated the latest information available on relevant indicators. The real growth estimate rose to 7.2%; the First Revised Estimate published on 29 February 2024 put it at 7.0%. The corresponding levels and nominal estimates also changed, as shown in the table. Which number should you use?

  • For what institutions forecast at the time: use the dated forecast and name its source—the Economic Survey’s 8%–8.5% range, Budget’s 6.6% figure or RBI’s 7.8% projection, as reported by Scroll.
  • For the latest vintage shown here: use the First Revised Estimate: 7.0% real growth, with real GDP of ₹160.71 lakh crore at constant 2011–12 prices.
  • For a nominal GDP comparison: use a current-price figure and nominal growth rate from the same release vintage. Do not compare nominal growth with a real-growth forecast as if they answered the same question.

The Economic Survey itself identified its FY23 growth value as the First Advance Estimate and attributed it to NSO, MoSPI; the Survey is therefore not a separate later measurement of the final outcome. Economic Survey 2022–23, Chapter 1.
