When a website or phone order asks for a billing ZIP, you need the ZIP code tied to the address on file with the company that issued your card. Guessing, using your shipping ZIP, or entering a random ZIP usually leads to a decline.
Why the ZIP code depends on the card
A prepaid card is not linked to a bank account in your name, so a merchant cannot confirm the ZIP against a bank record. Instead, the check goes to the provider that issued the card, which compares the ZIP you type with the address it holds for that specific card account. Each provider keeps its own records, so the correct ZIP for one card may be wrong for another, even if both are Visa or Mastercard products.

The Consumer Financial Protection Bureau (CFPB) explains the two most common ZIP-related declines for online and phone purchases. A purchase can be declined when the address given at checkout differs from the address the provider has on file. It can also be declined when the provider has no ZIP code on record at all. In the CFPB’s words, “The provider does not have your zip code on file, so it wouldn’t match the zip code given at purchase.” That guidance is on the CFPB page “Why was my online purchase with a prepaid card declined?”, last reviewed October 31, 2024.
How to find the right ZIP code
- Check the card packaging and the provider’s website. Look for activation and registration instructions. Visa tells cardholders to activate through their provider’s website or by calling the number on the card.
- Complete registration if the provider requires it. Enter the information the provider asks for. Some providers ask for a home address during activation, and the CFPB’s guidance on activation and registration questions (last reviewed February 6, 2024) explains why that information is requested. Once you have registered, the address you entered is typically the one the provider checks against.
- Use the address held in your account when a merchant asks for billing details. Log in to the provider’s account or review the registration confirmation to see the ZIP on file.
- If you cannot find the ZIP, call the provider. Use the customer-service number printed on the back of the card. The CFPB recommends checking the cardholder agreement or contacting the provider for help.
What not to enter
Do not enter your shipping ZIP, a ZIP you have used elsewhere, or a generic ZIP in the hope it will pass. The check compares the number against the provider’s record, so a mismatch will be declined. Official guidance from Visa, Mastercard, and the CFPB describes the provider’s record as the reference point. None of these sources describes a universal ZIP or a reliable workaround.

When the transaction still fails
A ZIP mismatch is only one reason a prepaid card purchase is declined. If the ZIP is correct and the purchase still fails, the CFPB lists several other common causes to check:
- Insufficient funds. The balance may be lower than the order total, including tax and shipping.
- Inactive or unregistered card. The card may not yet be activated, or the registration may be incomplete.
- Fraud alert. The provider may have flagged the transaction for review.
- Spending limit reached. The card may have hit a daily or other limit set by the provider.
Activation and registration rules differ by provider and card type. Mastercard states that these requirements vary, so the instructions printed on your card or on your provider’s site are the ones to follow.

Limits of this guidance
The sources above are U.S.-oriented official guidance. They explain how the ZIP check works and what to do, but they cannot tell you the billing ZIP for a particular card account. Your card provider’s account support is the only source that can confirm the address on file and any card-specific rules.
