Its meaning depends on the exact wording, the instructions around it, the job, the stage of hiring, and the country or state where you are applying. The most reliable way to read an unclear question is to work through the steps below, then ask the employer if the purpose is still uncertain.
Start with the exact wording
Read the question word for word, and note the sentence or heading that comes just above it. Application forms often put the key instruction in that line, such as “required,” “optional,” “if applicable,” or “answer only for the position below.” Many online forms also show a small note about why the information is collected. Those words usually tell you more than the question itself.
Decode the question in four steps
- Identify the fact being requested. Is it a skill, a credential, a date, a yes-or-no answer, a list of past employers, or a statement about yourself?
- Place it in a category. Most questions fall into one of four groups: qualifications (can you do the work), availability (when can you start or what shifts can you cover), eligibility (are you authorized to work), or disclosure (information about health, criminal history, or a similar personal matter).
- Check where it sits in the hiring process. A question on the first application is treated differently from one asked after a conditional job offer. The stage matters most in the United States, as explained below.
- Follow the form’s instructions. If a field is marked optional, the form is telling you that you may leave it blank. If the instructions limit the answer to the job you are applying for, answer only for that job.
How the stage of hiring changes the answer (U.S. federal rules)
The United States applies the most detailed rules to disability-related questions. The following table summarizes the U.S. Equal Employment Opportunity Commission’s general position. It describes federal law only, and state or local rules can add to it.

Why small differences in wording matter
Two questions can look similar and still ask for very different things. The EEOC’s 1995 enforcement guidance on pre-employment disability-related questions gives this example of a question that generally may not be asked before an offer: “An employment application may not ask, ‘Do you need reasonable accommodation to perform this job?'” The same guidance states that an employer may ask whether applicants can perform any or all job functions, including whether they can do so “with or without reasonable accommodation.”
The difference is the focus. The first version asks whether you need a workplace adjustment, which points toward a disability. The second asks whether you can do the work, which is a question about the job itself. The 1995 guidance predates the ADA Amendments Act of 2008, so use the current EEOC materials for the present general rule. Do not assume a question is improper
A question that feels personal is not automatically unlawful. Employers may ask about job-related qualifications, and whether a question is allowed depends on what it asks, when it is asked, and how it is used. If you are unsure, the question may still be appropriate, and asking about its purpose is a reasonable step.
Ask the employer for clarification
If the purpose is still unclear after reading the form, send a short written question to the recruiter or hiring contact. Useful questions include:

- Is this information required to be considered, or is it optional?
- What job-related purpose does this question serve?
- Is the question asked of every applicant, or only at a particular stage?
- How will the answer be used, and who will see it?
A written reply gives you a record and often resolves the question without any need to guess.
