Taiwan’s 2024 remarks about Indian workers exposed the tension between diversifying labor recruitment and ensuring fair selection, public communication and credible worker protection. Recruitment remained conditional in the latest official update reviewed.

In February 2024, Taiwan’s then labor minister Hsu Ming-chun made comments about Indian workers that linked a possible recruitment focus to perceived skin color, religion and food habits. The remarks drew criticism and official apologies. They exposed a tension in Taiwan’s effort to diversify its migrant-worker sources: labor policy depends not only on employers’ needs, but also on fair selection, public communication and credible worker protections. The Taiwan–India agreement did not set a fixed hiring number, and recruitment remained conditional in the latest official update reviewed here, dated April 13, 2026.

What the minister said, and why it caused concern

Taiwan and India signed a labor cooperation memorandum of understanding (MOU) on February 16, 2024. On February 29, Hsu described an initial focus on recruiting people from northeastern India and connected that region with Christian faith, skin color and dietary habits.

Those characteristics are not neutral measures of an individual’s ability to do a job. Linking suitability to perceived appearance, religion or food preferences can suggest that workers are being filtered by race or faith rather than assessed against transparent job requirements. The concern was not resolved simply by later statements that Taiwan’s policy would be ethnicity-neutral: the episode showed how a senior official’s public framing can undermine confidence in that assurance.

How Taiwan’s government responded

Taiwan’s labor authority said “skin color” was an imprecise choice of words, denied discriminatory intent and apologized. The foreign ministry separately said Indian applicants would be considered regardless of ethnic background and apologized for government remarks it described as not entirely appropriate.

The foreign ministry stated: “Taiwan will welcome any Indian worker who meets conditions for recruitment and satisfies industry demand, regardless of their ethnic background.” It also said: “Qualified workers will be treated fairly and accorded due protection under Taiwanese law.” These statements set out the government’s position; they do not, by themselves, establish how recruitment or workplace treatment would operate in practice.

What the MOU did—and did not—commit Taiwan to

Taiwan’s labor authority described the agreement in June 2024 as a basis for exploring a small-scale pilot, careful screening and possible use of both direct hiring and qualified employment agencies. It said the sectors and number of workers were for Taiwan to decide. The stated rationale was to address labor needs and diversify recruitment beyond a limited group of source countries.

Those were plans, not confirmation that a pilot had begun. The MOU did not commit Taiwan to a fixed number of Indian workers. The full agreement and operational selection terms were not available in the reviewed sources, so its binding details cannot be inferred from public summaries.

Is Taiwan recruiting Indian migrant workers?

As of the latest official policy statement reviewed, dated April 13, 2026, recruitment was still conditional. Taiwan’s labor minister said implementation would depend on industry demand and “whether India’s proposed framework meets Taiwan’s requirements.” The ministry said that without both conditions being met, there was no recruitment decision or timetable. The available information therefore does not establish a confirmed start date or arrival schedule.

That distinction matters: a cooperation agreement can create a route for further discussion without meaning employers are already hiring, workers have been selected, or a particular number will arrive. The next practical questions are whether employers seek workers, what implementation terms the two sides accept, and what recruitment and protection systems would apply.

What the episode reveals about Taiwan’s challenge

Balancing labor needs with equal treatment

Taiwan’s official rationale for considering additional source countries was to meet labor and care needs while reducing reliance on a narrow set of existing sources. Diversification may widen recruitment options, but it also requires clear, job-related eligibility criteria and oversight that workers can access. The 2024 remarks showed how quickly that policy discussion can become entangled with assumptions about race, religion and class.

Separating safety debate from evidence about individuals

In 2026, a petition framed opposition to recruitment around public safety and gender equality, alongside criticism from opposition politicians. These were political arguments and public concerns, not evidence that Indian workers pose a greater risk. Focus Taiwan/CNA also reported a 2018 Thomson Reuters Foundation survey in which 550 experts on women’s issues ranked India as the world’s most dangerous country for women. That was an expert-opinion survey from 2018—not a current crime statistic and not evidence about the individual risk posed by Indian migrant workers. A nationality-level ranking cannot establish whether a particular worker is safe or dangerous.

Making promised protections verifiable

For any future recruitment channel, the key test will be whether policy commitments translate into transparent selection and enforceable protections. That includes knowing who screens applicants, what fees or contracts apply, how agencies are held accountable, and where workers can report problems or seek help after arrival. The reviewed public material does not establish those operational details or provide a directly comparable measure of labor conditions or discrimination across Taiwan and India.

What the episode raises for India

The narrow, evidence-based question for India is how its workers are described, selected and protected in a cross-border labor arrangement—and how their interests are represented when the policy is debated abroad. The available sources do not establish a detailed official Indian response to Hsu’s comments, nor do they support broad conclusions about Indian society. The episode is better understood as a test of the terms and safeguards both governments may negotiate than as evidence of a general national failing.

Why bilateral cooperation needs transparent rules

Taiwan’s foreign ministry presented labor mobility as reciprocal cooperation and part of people-to-people ties. The controversy demonstrates that diplomatic goodwill is not a substitute for clear recruitment rules or respectful public communication. For workers and employers alike, confidence will depend on published eligibility standards, accountable recruitment channels, accessible grievance processes and clear bilateral implementation terms—not simply on an announcement of cooperation.
