The term describes a business model, not a fixed set of amenities: a low advertised fare may exclude services you need, and carriers vary in how they combine budget and full-service features.
What “low-cost carrier” means
The International Civil Aviation Organization (ICAO) defines a low-cost carrier as “an air carrier that has a relatively low-cost structure in comparison with other comparable carriers and offers low fares and rates.” The definition focuses on the airline’s costs and fares, not on whether a specific seat is cheapest for every traveler. An LCC can be independent or belong to a larger airline group. ICAO’s working paper attributes the definition to its Manual on the Regulation of International Air Transport.
“Low-cost airline,” “no-frills airline,” “budget airline” and “discount airline” are also used for this general model. The labels are not precise promises about what a ticket includes.
How the business model can keep costs down
There is no single checklist that every LCC must follow. IATA says there is no standard low-cost business model or definition; the following are common tendencies, not requirements for every airline. IATA’s overview of airline cost performance describes several of them.

- Point-to-point flying: Routes are often organized around direct trips between cities rather than relying chiefly on a hub-and-spoke network of connecting flights.
- High aircraft use and short turnarounds: Keeping aircraft in the air more and reducing the time they spend on the ground can support lower unit costs.
- A simpler fleet: Some LCCs use one or two aircraft types, which can simplify training, maintenance and operations. This is not true of every carrier.
- Limited included services: Airlines may charge separately for options such as checked baggage, onboard meals or extra legroom, creating ancillary revenue as well as letting customers choose what to buy. These are examples, not a statement of any carrier’s current fees or inclusions.
- Flexible route deployment: IATA describes LCCs as relatively agile in adding or discontinuing routes. That is a general model observation, not a prediction about a particular airline’s current schedule.
These choices can help an airline offer a lower base fare. They do not guarantee that every route, date or complete trip will cost less than a comparable alternative.
What to compare before booking
For a personal budget, compare the price and convenience of the trip you would actually take—not just the fare shown first in a search. A low-cost carrier may suit a traveler who wants a low base fare and can travel with fewer included services; another option may be a better fit when its schedule, airport or included services matter more.

- Calculate the complete trip price. Add the cost of any services you need, such as baggage, a meal or extra legroom. IATA identifies these as examples of ancillary services, but its cited material does not establish current fees; check the airline’s terms for your itinerary.
- Check what the fare includes. Review the airline’s current fare conditions for the specific ticket rather than assuming all LCCs include—or exclude—the same things.
- Compare schedule and airport convenience. Consider departure times, arrival times and airport location alongside the fare. A lower ticket price may not be the best overall fit if the itinerary is less convenient for you.
- Check how connections work. See whether the route is direct or involves a connection and whether the network arrangement suits your plans. Do not assume a low-cost itinerary works like a traditional hub-based connection.
Why the categories are not clear-cut
The line between low-cost and full-service airlines has blurred. IATA notes that traditional airlines have adopted fees and cabin differentiation, while some LCCs have added loyalty programs and sought business travelers. It describes hybrid airlines as combining features of different models. IATA’s December 2024 slots white paper discusses these overlaps, and its airline business-model overview addresses why models differ.
For that reason, the label alone cannot tell you whether an airline uses a particular airport, offers assigned seating, has a specific fleet or includes a particular service. Check the carrier and itinerary rather than treating “low-cost,” “ultra-low-cost,” “hybrid” and “full-service” as rigid, universally defined categories.

Is a low-cost carrier always the best value?
No airline model is best for every traveler. ICAO says there is no single best type—traditional network carrier, LCC or hybrid—because the models respond to different consumer needs and market conditions. ICAO’s low-cost-carrier overview makes that point directly.
Choose based on the total price for the services you need, plus the route, schedule and airport convenience. A low base fare can be valuable when it matches your priorities; it is not, by itself, proof that the whole trip is the cheapest or most suitable option.
