An ad valorem tax is a tax calculated as a proportion of a value: the assessed or otherwise legally determined value of property or another taxable item. Property tax is the most familiar example, so if your bill is based on your home’s assessed value, you are paying an ad valorem tax. Because the amount is tied to that value, it generally rises or falls when the value changes. The valuation method, rate, exemptions, and procedures are set by each jurisdiction, so the same label can produce very different bills in different places.
What “ad valorem” means
“Ad valorem” is Latin for “according to value.” The phrase describes how the tax base is measured, not a single rate or a single kind of tax.
Florida’s statute gives a short legal definition in Chapter 192, Section 001, subsection (1) of the Florida Statutes (2025 text): “‘Ad valorem tax’ means a tax based upon the assessed value of property.” The same section says that “property tax” may be used interchangeably with “ad valorem tax.”
The word “value” in that definition does not always mean today’s sale price. Florida’s definition of assessed value allows for fair market value, a legally limited value, or a classified or use value in specified circumstances. A farmland parcel or a property subject to a value cap, for example, may be taxed on a different base than its open-market price.

Other state agencies use the same concept. The Texas Comptroller describes property tax as measured by a property’s value and explains that the term means “according to value.” The Comptroller also cautions that its own values do not directly determine local property values or taxes, so the relevant appraisal and taxing authorities must be identified locally. The New York State Department of Taxation and Finance describes an ad valorem tax as one based on the value of real or personal property, and distinguishes it from income, sales, and excise taxes.
How the calculation works
For a property tax, the core relationship is:
Property tax ≈ taxable assessed value × applicable tax rate
Several things can change the result:
- Valuation rules. The taxable value may be a legally limited or classified value rather than the full market value.
- Exemptions and reductions. Homestead, senior, veteran, or other exemptions lower the taxable base in many places.
- Multiple taxing authorities. A single bill may combine county, municipal, school, and special-district levies, each with its own rate.
- Fixed components. Some schemes add a flat amount to a value-based charge.
A hypothetical example
Suppose a home has an assessed value of $300,000 after exemptions and a combined local rate of 1.2%. The estimated annual tax would be $300,000 × 0.012 = $3,600. The 1.2% rate is invented for illustration; real rates vary widely by jurisdiction and by district within a single state.

A jurisdiction-specific scheme: New South Wales
Revenue NSW, in a page last updated July 31, 2026, sets out the 2026–27 liability for an opted-in property-tax scheme in New South Wales. Under that scheme, owner-occupied residential land carries a fixed component of $464.83 plus 0.318% of land value. Non-owner-occupied residential land carries a fixed component of $1,743.12 plus 1.170% of land value. The page also describes indexation and a 4% cap on liability increases under specified conditions.

As an illustration of how the scheme’s formula works, owner-occupied land valued at $800,000 would produce $464.83 + (0.318% × $800,000 = $2,544.00), or $3,008.83, before any other adjustment the scheme may apply.
Ad valorem versus unit tax
The clearest way to understand an ad valorem tax is to contrast it with a unit tax. An Indonesian Directorate General of Taxes article dated February 5, 2024 describes the difference: an ad valorem tax is set as a proportion of a price or value, while a unit tax is a fixed amount per measured unit, such as a unit of weight or volume. That article is signed by officer Revanza Almaas and states that it expresses the author’s personal opinion, not the agency’s official position, so it is best read as a clear conceptual comparison rather than a statement of law.

A label alone does not settle how a tax works. The governing law specifies the base, the rate, the exemptions, and who is responsible for paying. Indonesian examples discussed in the article, such as property tax, value-added tax, and real-estate transfer tax, illustrate that country’s system and should not be treated as universal.

Illinois describes its property tax as a local tax imposed by local taxing districts and administered by local officials. Under its general cycle, valuation takes place in one year, and bills are calculated and mailed the following year. Revaluation intervals and local distribution also vary, so these details are specific to Illinois rather than a national norm.

- Identify the assessing office. The assessor or tax authority named on your notice keeps the valuation records for your parcel.
- Request the valuation record. Review the property data, value method, and any exemptions applied to your parcel.
- Confirm the appeal route and deadline. In Illinois, the local board of review is part of the appeal process; elsewhere, the path may run through an assessor, a county board, or a state tribunal.
- Check the statutory grounds. Appeals generally must rest on a stated basis, such as an incorrect valuation or an improperly denied exemption, as set out in the governing statute.
Checking your own jurisdiction
Because the base, rate, and procedure are set locally, the most reliable source is your state’s revenue or tax agency, your county assessor, and the notice you received. Look for these four items:
- Whether the taxable value is market value, a legally limited value, or a classified use value.
- Which exemptions you may claim and the deadline to file for them.
- Each taxing authority that appears on your bill and its rate.
- The current appeal deadline printed on or referenced in your assessment notice.
