Retail banking serves individuals and households; commercial banking serves businesses. The difference is mainly the customer and the purpose of the service—not necessarily the bank itself. One bank may offer both, and small businesses may fall into either segment depending on how that bank defines its customers.

These are typical categories, not mutually exclusive lists. Both sides handle deposits, payments, and lending; the products and assessment are adapted to personal or business needs. The European Commission’s 2007 EU inquiry described retail banking as services to consumers and small and medium enterprises, while the EFTA Surveillance Authority’s inquiry also addressed personal and business banking categories. What services are included in retail banking?
Retail banking covers everyday financial services for individuals and households. Depending on the bank and country, this can include:
- Transaction, checking, or current accounts for receiving money and making payments.
- Savings accounts and other deposit services.
- Debit and credit cards and payment services.
- Consumer borrowing, such as personal, auto, or revolving credit.
- Mortgages and other household borrowing.
In US regulation, consumer loans are loans to individuals for household, family, or personal expenditures. Listed categories include automobile loans, credit-card loans, other revolving credit, and other consumer loans; this is a regulatory definition for that context, not a universal taxonomy of retail banking. What services are included in commercial banking?
Commercial banking serves businesses’ operating and financing needs. Common services include business transaction accounts, payment services, term loans, and credit lines. Some banks also provide leasing. A business might use these services to collect customer payments, pay employees or suppliers, cover working-capital needs, or finance equipment.
Commercial banking is not another name for investment banking. In this comparison, it means banking services for businesses; the term should not be stretched to imply a different financial activity.
Where do small businesses fit?
Small businesses are the main boundary case. Some banks place them in business or commercial banking; others include them in a retail or small-business segment. A business account alone does not establish which division a bank will use. The customer’s size, services needed, and the bank’s own segment definitions can all matter.
The EFTA Surveillance Authority used enterprises with annual turnover up to EUR 10 million in the business-banking scope of its inquiry, while noting that banks might use narrower definitions. That figure describes the report’s research scope; it is not a universal SME cutoff or a general rule for deciding which bank division serves a company. The European Commission’s EU inquiry also included consumers and SMEs within its retail-banking scope. These are examples of institutional usage, not a single international standard.

Does retail or commercial banking mean a different kind of bank?
Usually, the labels describe customer-facing service areas, not separate types of institution. A bank can serve households and businesses, and customers may see different products, staff, or application processes within the same institution.
The word “commercial” has another use in banking analysis. The Bank for International Settlements uses “commercial retail-funded” for a bank business-model classification involving a high share of loans and reliance on stable funding, including customer deposits. That describes a funding and operating model, not a customer-facing commercial-banking division. See the BIS overview of bank business models.

Why definitions can differ by country and purpose
Bank segment names are not a universal legal taxonomy. They may reflect a bank’s own customer categories, an industry study’s scope, or a regulator’s rules for a particular purpose. For example, the UK Financial Conduct Authority describes a conduct regime for deposit-taking that covers specified customer categories, including consumers, micro-enterprises, and charities subject to the stated annual-income threshold. That is a UK conduct-rule context, not a worldwide definition of retail banking. See the FCA’s Banking and Payments Conduct Regime.
When choosing where to start with a bank, focus on the need: personal finances usually point to retail services, while company income, supplier payments, and business borrowing usually point to business or commercial services. If the business is small, ask the bank which team handles its size and activity; a segment label alone may not settle the question.
