If you don’t pay a Massachusetts toll invoice, the unpaid balance can lead to further notices, possible late fees, referral to collections, and a hold that may prevent registration renewal. The Massachusetts RMV also says a non-renewal mark can block the vehicle’s first owner from renewing a driver’s license until the incidents are satisfied and cleared. The exact steps and amounts depend on your notice and the current rules.
What can happen after a Massachusetts toll goes unpaid?
Massachusetts toll charges are administered through EZDriveMA. Under the toll regulations, an unpaid invoice may be followed by a Notice of Nonpayment and possible late fees. EZDriveMA says continued unpaid invoices may be referred to collections and may lead to a registration and/or license nonrenewal hold. The regulations available at 700 CMR 11 are an older document, so use your actual notice and current rules for any exact fee or deadline.
Registration renewal can be blocked
The RMV lists unpaid EZ-Pass violations among the reasons a vehicle or trailer cannot be renewed. Its registration renewal guidance describes the renewal restriction.
A non-renewal mark may affect the first owner’s license renewal
The RMV’s Non-Renewal Program says a mark can prevent renewal of the registration and the vehicle’s first owner’s driver’s license until all non-renewal incidents have been satisfied and cleared from the RMV record. This is a nonrenewal consequence; it does not mean every unpaid toll immediately suspends a driver’s license.

Collections and further action are possible
EZDriveMA warns that continued unpaid invoices may be referred to collections. The older 700 CMR 11 text also describes a Notice of Liability and further administrative consequences, including an out-of-state right-to-operate consequence in certain circumstances. Check current law and your notice before assuming a particular fee or consequence applies to you.
What to do if you receive a toll invoice
- Check that the notice is yours and appears genuine. Compare the plate, toll location, date, and invoice number with your records. Use the official EZDriveMA toll payment page or contact details on a notice you have verified; do not rely on an unsolicited payment link.
- Pay or dispute it by following the notice. The applicable regulation says assessed tolls, fines, fees, and penalties are due by the date on the invoice or notice, or the recipient may appeal under the applicable procedure. The specific deadline and appeal instructions depend on the notice and current rules.
- Check your RMV record if renewal is blocked. The RMV says the non-renewal mark is cleared after the incident is satisfied and the record is updated. Keep proof of payment or resolution and check that the mark has cleared before trying again.
Ways to pay a Massachusetts toll bill
EZDriveMA lists Massachusetts E-ZPass accounts, Pay By Plate invoices, out-of-state E-ZPass transponders, and Pay By Plate accounts. Its toll-payment page says out-of-state E-ZPass accounts do not receive Massachusetts roadway toll discounts. These are payment arrangements; buying a transponder is not established as a requirement for resolving an existing invoice. Use the payment instructions on your notice or the official page.

E-PASS is managed by the Central Florida Expressway Authority. Activation may take up to 24 hours. Detailed instructions are on the packaging.

- PORTABLE: Attaches to the interior windshield behind the rearview mirror with suction cups for easy transfer between 2-axle vehicles, including rental cars. If you transfer the Uni between vehicles, make sure you update your E-PASS account with the new vehicle’s license plate. For motorcycles, place the transponder in a saddlebag or storage compartment. Not for trailers or multi-axle vehicles.
- RENTAL CAR USE: A Uni toll pass can be used with rental cars of the same class — 2-axle vehicles. Make sure to add the rental vehicle's license plate to your E-PASS account. It may take up to 24 hours to link; during this time, tolls may be processed as an invoice. Make sure to remove the plate from your account after returning the vehicle to avoid charges from subsequent renters.
A toll invoice is not a traffic ticket
A toll invoice follows the toll-payment process. A police-issued civil motor vehicle citation follows a separate RMV and court process; its 20-day response window is described on the state’s traffic ticket appeal page. Do not assume that deadline applies to a toll invoice. Follow the date and appeal instructions on the toll notice instead.
