Farmers should not assume the latest corporate change will automatically raise or lower seed prices, or change what is available locally. The newest major development is not a merger: on October 1, 2026, Corteva announced a proposed separation of its seed and crop-protection businesses. That plan follows the 2015–2020 merger wave that reshaped the industry, but its effects on a particular farm will depend on actual prices, varieties, licensing terms and local supply—not just the companies’ corporate structure.
What changed in the seed industry during the merger wave?
Between 2015 and 2020, several major transactions reshaped the global seed and agricultural-input landscape. Dow Chemical and DuPont proposed a merger in 2015; ChemChina offered to buy Syngenta in 2016; and Bayer proposed to acquire Monsanto that year. The resulting major competitors include Bayer, Corteva (formed from Dow-DuPont), Syngenta Group (owned by ChemChina) and BASF, which acquired assets divested during merger reviews.
USDA’s Economic Research Service reported these companies’ 2021 global seed-and-trait sales as follows. These are historical company sales figures, not current market shares, farmer prices or a measure of what a grower pays for seed.

USDA ERS reported a combined $64.673 billion in 2021 agricultural sales for these four companies, but that total includes agricultural chemicals as well as seeds and traits. It is not a seed-market sales total. The agency identified Bayer and Corteva as leaders in crop seeds and traits at that time; the figures should not be read as a current ranking.

Why do regulators scrutinize seed mergers?
When large suppliers combine, regulators examine whether fewer competitors could weaken competition in concentrated markets for seeds, traits, pesticides or seed treatments. Their concerns can include higher prices, fewer choices and weaker incentives to invest in research and innovation. Those are risks examined in a transaction—not proof that every merger produces those results for every farmer.
In May 2018, the U.S. Department of Justice said Bayer’s proposed $66 billion acquisition of Monsanto could proceed with divestitures of assets collectively worth approximately $9 billion. The package included Bayer cotton, canola, soybean and vegetable seed businesses; Liberty herbicide; seed-treatment assets; intellectual property and research projects; and digital agriculture assets. DOJ said the divestitures addressed horizontal and vertical competition concerns. The case shows how a merger review can change who owns products and research capabilities; it does not mean every deal receives the same remedy.
Some divested assets went to BASF, which USDA ERS describes as an important crop-seed competitor after those acquisitions. Whether a remedy preserves effective competition depends in part on whether the buyer can compete. ERS also cautions that empirical evidence on how competition affects research and innovation—and how many rivals are needed to encourage it—is limited.

What does the Corteva split mean for farmers?
Corteva said on October 1, 2026 that its board approved a plan to separate its crop-protection business, to be called “New Corteva,” from its seed business, called “SpinCo,” as two independent publicly traded companies. As of that announcement, this was a proposed separation, not a completed transaction. Corteva targeted completion in the second half of 2026, subject to final board approval, a favorable tax opinion and effectiveness of an SEC Form 10 registration statement. The company said it could change or abandon the plan before completion.
Corteva’s stated rationale is to give each business greater strategic focus and more tailored capital allocation. It described SpinCo as the future home of Pioneer and named Dairyland Seed and Brevant among its regional and channel brands. The company said SpinCo would pursue research and development and opportunities including out-licensing, hybrid wheat, biofuels and gene editing. These are company plans, not evidence that farmers will get lower prices, new varieties sooner or more local choices.
Corteva estimated that 2025 net sales attributable to SpinCo were $9.9 billion and those attributable to New Corteva were $7.8 billion. These are company estimates for the businesses as defined in the announcement, not realized post-separation results or forecasts of farm-level seed costs.

Will seed mergers make seed more expensive?
They can prompt regulators to investigate the risk of higher prices, but the available evidence here does not establish a uniform price effect for farmers. A company’s sales, a merger-review concern and the price a grower actually pays are different measures. A grower’s bill can also depend on crop and trait selection, local availability, discounts, contract conditions and the particular supplier.
For a current example of how contract terms can draw scrutiny, DOJ reported on May 20, 2026 that Bayer removed provisions from its Premier Performance Program after an investigation into corn and soybean seed markets. DOJ said Bayer had already dropped a corn-and-soybean sales tie for the 2025 planting year and committed not to reinstate it for seven years. Bayer also eliminated incentives that could discourage independent seed companies from licensing rival technologies and committed not to reinstate those incentives, or substantially similar ones, for seven years. DOJ did not quantify a price effect for individual farmers; the action is not evidence of an across-the-board price cut.

Corporate consolidation can change who owns a brand, product or technology, but it does not by itself establish which seed a farmer can buy in a particular area. Local availability depends on what suppliers actually offer for the crop, growing conditions and traits a farm needs. A national corporate chart cannot answer whether a suitable variety is in stock at a local dealer.

USDA’s Agricultural Marketing Service has documented concerns about licensing and consolidation and describes efforts to improve seed-system information, including information about seed kind and variety. For a farm decision, check the varieties and labels actually offered by local suppliers and whether alternative products meet the same agronomic needs.

Independent seed companies may license technologies from larger firms, so changes in licensing access and contract incentives can matter to the range of products they can offer. DOJ’s 2026 Bayer commitments specifically address incentives related to independent companies’ licensing of rival technologies. The announcement does not say how many independent firms will change their offerings or what that will mean for a particular farmer’s options or price.
USDA and DOJ signaled continuing policy attention to this area when they announced a memorandum of understanding on September 29, 2025 to coordinate on competition in agricultural input markets, explicitly including seed. The agreement signals agency coordination; it does not guarantee a particular investigation, enforcement action or remedy for a future transaction.

What should farmers monitor before choosing seed?
Use corporate announcements as a reason to verify the terms and alternatives available to your operation, not as a substitute for comparing them.
- Local availability and crop fit: Ask suppliers which brands and varieties are actually available in your geography, and compare maturity, traits and other requirements for your operation.
- Total price and discounts: Compare the full cost, including the eligibility rules for discounts or bundled purchases. A change to one loyalty program does not establish a general price change across the market.
- Technology and licensing terms: If you buy from an independent brand, ask which traits it offers and whether licensing or product terms have changed.
- Research and product pipeline: Track whether announced research priorities result in products suited to your farm. A company’s plans are not measured outcomes, and the effect of market competition on innovation remains uncertain.
- Supplier alternatives and transparency: Check labels and compare actual options across suppliers rather than infer choice from the number of corporate entities or brand names.
When viable alternatives exist, compare crop and trait fit, local supply, total price and discount conditions, technology terms and service. A corporate restructuring alone does not establish that a particular farm’s choice will improve or worsen.
What is known—and what remains uncertain?
The merger wave and its divestitures changed the ownership of seed, trait and related assets. DOJ’s 2026 action also produced specific commitments affecting Bayer’s corn-and-soybean sales tie and incentives around independent firms’ licensing of rival technologies. Separately, Corteva announced a conditional plan to separate its seed and crop-protection businesses.
These developments do not establish how the proposed Corteva separation will affect an individual farmer’s prices, local variety availability or innovation pipeline. The USDA ERS sales figures are from 2021, not current market shares, and the cited sources do not provide a national measure of the separation’s future farm-level effects. Farmers will need to judge outcomes by what is offered locally and the prices and terms they can actually obtain.
