A withdrawal at any other ATM in the U.S. costs $2.50 from PayPal. An ATM outside the U.S. also costs $2.50 from PayPal, plus a separate 2.5% international transaction fee. The machine’s owner can add its own charge on top of any of these, so a MoneyPass ATM is free from PayPal’s side but not always free overall.
This guide covers the U.S. PayPal Debit Card. If you bank in another country or hold a different PayPal card, the U.S. figures do not carry over, and the section on non-U.S. terms explains why.

Which ATMs cost nothing with a U.S. PayPal Debit Card
PayPal’s fee depends on which network the ATM belongs to and where it is located. The U.S. PayPal Debit Mastercard agreement sets out three cases:

Network acceptance is not the same as a fee waiver. The agreement says the card works at ATMs displaying Mastercard, Cirrus, PULSE or MoneyPass acceptance marks, subject to the daily cash limit. The waiver applies only to MoneyPass withdrawals in the U.S., so an ATM showing a Mastercard or Cirrus mark alone still falls under the $2.50 domestic fee.

- Use your Visa Gift Card in the U.S. everywhere Visa debit cards are accepted, including online.
How to find a MoneyPass ATM in the PayPal app
PayPal’s own locator is the quickest way to check whether a machine is nearby before you leave home.
- Open the PayPal app and tap PayPal balance.
- Tap your debit card.
- Select Find an ATM.
- Search by address or place name, or use the map to browse machines near you.
- Choose a result that is a MoneyPass location in the U.S. Do not assume a machine is MoneyPass because it displays a generic bank or network logo.
- At the machine, select Checking if it asks for an account type.
- Read the on-screen fee notice before you confirm. If the operator’s charge is more than you expect, cancel the transaction.
Why a fee-free PayPal ATM can still cost money
PayPal’s waiver covers only its own charge. Four other costs can still reach you at an ATM:

- The operator’s surcharge. PayPal says operator fees may apply. The owner sets the amount, and it is added to whatever PayPal charges.
- Balance inquiries. The agreement warns that an ATM owner can charge for an ATM transaction such as a balance inquiry, even when no cash is withdrawn.
- Lower limits. An operator can set a withdrawal limit below PayPal’s standard limit.
- Coverage gaps. MoneyPass ATMs are not available in every area, so a free option may be farther away than you expect.
The PayPal pages cited here do not show a revision date, and card fees can change. Confirm the current figures in the app or in your cardholder agreement before a large withdrawal.
Daily ATM withdrawal limit
The standard U.S. daily ATM withdrawal limit is $400, as stated in the card agreement and on PayPal’s ATM help page. An operator may set a lower limit at its own machine. If a withdrawal is declined for the amount, try a smaller amount or a different ATM before assuming the card is blocked.

- Double check if the URL/website is genuine before entering card details online. Do not provide any gift card details (example: claim code) to someone you do not know or trust. There are a variety of scams in which fraudsters try to trick others into paying with gift cards.
- If you believe that your Card has been lost or stolen, notify Mastercard immediately by calling 1-833-791-7288. You will be asked to provide the Gift Card number and other identifying information.
- Use your Mastercard Gift Card in the U.S. everywhere Mastercard debit cards are accepted, including online. Your Amazon.com Balance cannot be used to purchase Mastercard gift cards.
Using the card outside the United States
For a withdrawal from a non-U.S. ATM, the U.S. agreement lists two charges: the $2.50 fee for a non-U.S. ATM withdrawal and a separate 2.5% international transaction fee for use at a non-U.S. ATM. The international fee applies even when no currency conversion takes place. Because a single foreign withdrawal can involve more than one fee, add them together with any operator charge before you withdraw. Check the ATM’s on-screen notice for the total it displays.
If you hold PayPal’s U.K. card
PayPal’s U.K. agreement says PayPal charges no fee for a cash withdrawal, but the ATM provider may still charge. That schedule is separate from the U.S. one, so the U.S. MoneyPass waiver does not apply to ATMs in Britain, and you should read the U.K. agreement for the exact terms.

Other countries
The U.S. MoneyPass waiver should not be treated as a worldwide rule. Confirm the terms in the agreement for your own country before assuming any ATM network is free.

PayPal’s ATM help page contains two statements that are not equally precise. The promotional line reads: “Don’t forget, there’s no fee for withdrawing cash from tens of thousands of MoneyPass ATMs worldwide.” The disclosure on the same page narrows the waiver to “No fee for MoneyPass ATM Withdrawals in the U.S.” When you need to know what PayPal will charge, rely on the disclosure. The “tens of thousands” figure is not dated in the source, so treat it as a general description rather than a current count, and remember that it does not extend the U.S. waiver to other countries.
