What Washington’s 2026 budget provides
The enacted bill, ESSB 5998, directs grants to public and private utilities so they can apply credits directly to customer accounts. A household’s credit may not exceed $200. The bill appropriates $30 million from the Climate Commitment Account for the utility grants.
The governor’s original budget proposal described a one-time $200 utility-bill credit and estimated that about 125,000 low-income families might benefit. That was a proposal estimate, not a confirmed count of households eligible under the enacted bill or recipients who have received credits.
Who may qualify, and who gets priority?
ESSB 5998 sets eligibility for residential customers with household income below 80% of area median income (AMI). Utilities must prioritize customers at or below 50% of AMI first. If funds remain, they may extend credits to eligible customers with incomes above 50% and below 80% of AMI. The bill’s $200 figure is a maximum per household, not a guarantee that every eligible household will receive the full amount.

How and when will the credit reach a bill?
The bill provides for utilities to disburse credits directly to customer accounts. The official budget and bill information cited here does not specify utility-by-utility posting dates, confirm whether applications will be required, or provide a live application portal or household status checker. For current implementation details, contact your electric utility or check announcements from the state agency responsible for the program. Do not assume the credit has been posted until your utility confirms it or you see it on your account.
How the 2026 credit differs from Washington’s 2024 program
Washington’s earlier Washington Families Clean Energy Credits program also offered a one-time $200 utility credit, but it was a separate 2024 effort. The Department of Commerce describes that program’s own eligibility and distribution details; the state’s Climate page says applications closed in 2024 and the program ended on September 15, 2024. Its old application is not an application for the 2026 budget provision.
