Vietnam’s government wants the country to become a significant semiconductor hub by 2050, with 2030 as the first milestone. The plan is a set of published goals and a staged implementation path, not evidence that Vietnam has already become a hub. The most recent official and multilateral sources reviewed here, Decision 1018/QĐ-TTg (signed 21 September 2024) and the World Bank’s 2025 report on Vietnam’s semiconductor industry, describe the ambition and the gaps between it and current activity. Neither establishes whether the 2030 targets are on track.
What Vietnam has committed to
Prime Minister Pham Minh Chinh signed Decision 1018/QĐ-TTg on 21 September 2024. The official strategy summarizes its ambition in a formula, C = SET + 1: chips, specialized chips, electronics, talent, and Vietnam as a new destination in the global semiconductor supply chain. The formula is a policy shorthand, not a measure, but it shows the sequence the government has chosen: build capability first, then move into specialized chips and electronics, supported by trained people.
The strategy runs in three phases. Each one carries a different level of ambition, and the later phases depend on what the earlier ones achieve.
2024–2030: foundations
The government wants to attract selective foreign investment, develop Vietnam as a global semiconductor workforce center, and establish foundational capability across research, design, production, packaging, and testing. This phase is about building the base rather than competing at the frontier.

2030–2040: a regional center
The aim is for Vietnam to become a global semiconductor and electronics center, combining domestic capability with foreign direct investment. The strategy frames this as a shift from attracting investors to having Vietnamese firms and institutions carry more of the value.
2040–2050: leading-country status
The final phase aims for leading-country status and domestic command of semiconductor and electronics research and development. This is the most open-ended stage, and it has the fewest measurable markers in the official summary.
The 2030 targets, and what comes after
The targets below are published goals from the official government summary of Decision 1018/QĐ-TTg. They are not reported results. Where the summary sets no figure for a phase, the table says so rather than filling the gap.

The table shows where the emphasis sits. The first phase is weighted toward design and packaging and testing, which are the segments where Vietnam already has some presence. Fabrication is the hardest step, and the first-phase target is a single small-scale plant. The 2050 revenue goal is the only long-range revenue figure, so readers should not assume a trajectory between 2030 and 2050 that the strategy does not state.

Vietnam is already a large electronics exporter, and that is the strongest argument for its ambition. The World Bank reports electronics exports above US$132 billion in 2023. But the same report warns that export scale does not equal domestic semiconductor value added.
- Foreign ownership: up to 85 percent of Vietnam’s electronics exports in 2024 came from foreign-invested firms, according to the World Bank citing the General Statistics Office of Vietnam (2025).
- Where Vietnam participates: the World Bank places Vietnam’s current activity mainly in assembly, packaging, testing, and some back-end chip design.
- Where it does not yet participate: sophisticated chip design and wafer fabrication are mostly carried out abroad.
For a reader, the distinction matters. A country can export a large volume of chip-containing electronics while keeping only a small share of the value those chips create. Vietnam’s goal is to move up that chain, and the current structure is the baseline it has to change.

The workforce gap
The World Bank estimates Vietnam had roughly 15,000 to 17,000 semiconductor workers in 2025. Set against the strategy’s first-phase goal of more than 50,000 engineers and bachelor’s-degree holders in the industry, that is roughly three times the current estimate. The two figures may not use identical definitions, so the comparison shows the scale of the task rather than an exact shortfall.
The World Bank also finds a mismatch between what employers need and what the labor pool provides:

- Chip-design employers want more graduates in electrical engineering and computer science engineering than the current talent pool supplies.
- Assembly and packaging employers need more degree-level workers than the broader component-manufacturing workforce currently offers.
Headcount targets are therefore not enough on their own. The skills mix has to shift as well, and that takes years of university and training pipeline work before it appears in employment data.

Money: a figure that is not yet appropriated
The World Bank’s comparison table lists US$1.08 billion for semiconductor development during 2025–2030, but labels the amount “not yet appropriated.” That label matters. A planned figure in a strategy is not the same as a budget line that has been approved, and an approved budget is not the same as money spent. Readers should treat the US$1.08 billion as an intended amount, not as capital already committed or deployed.

The strategy’s stated priorities are specialized chips, electronics development, talent, investment attraction, and international collaboration. It names specialized chips such as AI and IoT chips as a focus, and it proposes shared research infrastructure and multi-project wafer access, which would let many research teams share the cost of a single fabrication run.
The World Bank’s recommendations cover talent, shared research and development infrastructure, university–industry innovation, and governance and finance. Its report discusses a national shared electronic design automation (EDA) cloud, training centers and labs, and semiconductor hubs as proposed actions. These are recommendations and planned actions in that report. They should not be read as facilities that already operate.

How to judge progress
Because no official scorecard reviewed here shows how the 2030 targets are tracking, readers can use five tests to check future announcements against what the country actually builds:
- Operating capacity, not announced capacity. Count plants that are producing, not plants that have been approved or announced.
- Locally retained value. Check how much of the value stays with Vietnamese firms and how much domestic suppliers participate.
- Workforce size, skills, and retention. Look for graduate numbers in relevant disciplines and evidence that engineers stay in the sector.
- Appropriated and disbursed capital. Separate budgeted money from money actually spent, and confirm that infrastructure is reliable.
- Research, design, and technology transfer. Watch for design work and patents that Vietnamese teams own, not only assembly volumes.
This framework is an analytical tool drawn from the strategy’s goals and the constraints the World Bank identifies. It is not a government assessment.
What this means if you are a reader making decisions
- Career planning: the skills gap suggests demand for engineering and computer science graduates, but the 2030 headcount goal is an aspiration, so check employer hiring data before changing course.
- Investment decisions: a national target is not a company’s earnings forecast. Policy goals do not establish which firms will benefit, or when.
- Business planning: the large electronics export base is mostly foreign-invested, so suppliers and partners should verify who controls the production they depend on.

The Bottom Line
Vietnam’s semiconductor strategy is a credible, staged ambition with concrete 2030 and 2050 goals, built on a large but mostly foreign-owned electronics base. The evidence reviewed here shows the starting point and the gaps in workforce, funding, and value added. It does not show that the targets are being met, so judge the strategy by operating plants, retained value, and appropriated funds as they are reported.
