Videotron is seeking a court order requiring Rogers to perform obligations under the 2022 Freedom Mobile sale agreement, along with a declaration that Rogers owes it $91 million. The amount is a claim in a lawsuit, not a court award or an established debt. The Canadian Press reported the filing on April 10, 2025; the report says the notice of action did not explain what Rogers allegedly did.
What Videotron is asking the court to do
According to The Canadian Press, Quebecor subsidiary Videotron filed a notice of action against Rogers Communications in the Ontario Superior Court of Justice on April 3, 2025. Videotron reportedly asked the court to require Rogers to “specifically perform their obligations” under the 2022 agreement and to declare that Rogers owes it $91 million. The quoted wording comes from the notice as described in the report, not from a named spokesperson.
The $91 million is the amount Videotron reportedly says Rogers owes. The report does not describe it as damages awarded by a court, and no finding of liability is established by the filing.
What the lawsuit alleges—and what is not explained
The notice reportedly names breach of contract, breach of the duty of good faith and/or negligent misrepresentation. The Canadian Press report says the filing did not explain how Rogers allegedly breached the agreement or identify the specific conduct behind the claims. These are allegations, not court findings.

The report describes a notice of action as opening a civil claim and requiring a statement of claim within 30 days. It does not establish whether that statement was subsequently filed, what Rogers later said in response, or whether the case has since been resolved.
How the Freedom Mobile sale fits into the dispute
The dispute concerns the agreement connected to the transfer of Freedom Mobile from Shaw to Videotron. Rogers’s reported $26-billion takeover of Shaw prompted Shaw, then the owner of Freedom, to agree to spin off the carrier amid competition concerns. Videotron agreed to buy Freedom Mobile for $2.85 billion. Both transactions received final regulatory approvals in March 2023, according to The Canadian Press.

The notice of action was reportedly filed on April 3, 2025, the second anniversary of the transactions closing. The report does not say which provision of the sale agreement is at issue, so the public account does not show why Videotron says performance or the $91 million is owed.
A separate CRTC proceeding is background, not a ruling on this case
In a separate proceeding, the CRTC addressed wholesale mobile virtual network operator (MVNO) access rates. Its July 24, 2023 decision describes final offer arbitration between Quebecor, on behalf of Videotron and Freedom Mobile, and Rogers Communications Canada. The CRTC selected Quebecor’s offer and directed the parties to enter an MVNO access agreement consistent with it.
