United said it restored its regular schedule at full capacity on November 17, 2025, after the FAA ended its emergency flight-reduction order. The airline also said it gave affected travelers advance notice, rebooking options and refunds during the cuts. Those statements document United’s actions; they do not establish that it performed better than other airlines.
What happened to United flights during the 2025 shutdown?
The FAA directed airlines to reduce schedules at 40 domestic airports as staffing pressure grew during the government shutdown. The order applied across the industry, not to United alone. United’s November 5, 2025, update said its planned reductions would begin November 7 and focus on regional flights and domestic flights that did not connect its hubs. United said long-haul international and hub-to-hub flights would not be affected by its plan. It also said about 4,000 United and United Express flights per day would remain available during the reductions. These figures and descriptions were provided by United, not an independent assessment of every flight.
The reduction order began at 4% on November 7 and was later capped at 6% under a revised order issued November 12, according to Airlines for America (A4A), an industry association, in a statement entered into the Senate hearing record. A4A said its member airlines reported more than 15,600 staffing-related delays and more than 7,100 staffing-related cancellations from November 7–12, disrupting 2.3 million passengers. What did United offer travelers whose plans changed?
Advance notice and rebooking
In its November 5 update, United said it would make rolling schedule changes, provide several days’ advance notice and contact customers through its app, website and push notifications. It said travelers would receive rebooking options. In its November 17 statement, the airline said it had canceled flights in advance in most cases—typically three days ahead—and communicated changes promptly. These are United’s descriptions of its response during that specific event.

Refunds during the reduction period
United said travelers scheduled to fly during the reduction period could request a refund even if their particular flight was not affected. Its stated offer included non-refundable and basic-economy tickets. On November 17, United again said it offered a full refund to travelers who preferred not to fly, even if their flight had not been canceled. This was a shutdown-period policy described by United; it should not be read as a statement of the airline’s current refund rules or a guarantee that the same terms apply to a future disruption.
When did United resume its regular schedule?
On November 16, 2025, the FAA announced that the flight-reduction order would end at 6 a.m. on November 17. The agency cited safety reviews and a decline in staffing-trigger events: it reported 81 triggers on November 8, compared with one on November 16. FAA Administrator Bryan Bedford said the decision reflected “the steady decline in staffing concerns across the NAS” and would allow a return to normal operations. Read the FAA’s announcement.

United said on November 17 that it had resumed its regular schedule and was operating at full capacity. That statement describes the airline’s schedule after the order ended; it does not mean every flight operated without delay or that disruption was impossible.
Does the evidence show that United stood above other airlines?
No comparable evidence in the available statements establishes that conclusion. United’s November 17 statement cited its own customer satisfaction scores and its own cancellation and on-time measures, but those company-reported figures do not by themselves show that United outperformed competitors. A fair comparison would require the same time period, comparable cancellation and on-time measures, a defined group of airlines, and consistent data on customer refunds and rebooking outcomes. The evidence supports a narrower account: United described advance cancellations, customer communications, rebooking and refunds, then said it returned to its regular schedule when the FAA lifted the order. The FAA’s cuts were a safety response to staffing pressure affecting multiple airlines. The record does not support turning United’s account of its own actions into a proven ranking above its peers.
