The “$1 billion” in this headline is not a single U.S. investment in Pakistan’s mineral sector. It combines two separate U.S.-linked developments. A September 2025 memorandum between Pakistan’s Frontier Works Organization (FWO) and Missouri-based U.S. Strategic Metals (USSM) envisaged a first phase of about $500 million. Separately, U.S. Export-Import Bank (EXIM) financing for the Reko Diq copper-gold project was reported at about $1 billion in September 2025, and the Center for Strategic and International Studies (CSIS) later described it as about $1.2 billion as of March 2026. Neither figure is a confirmed, completed U.S. investment across the sector.

Why the headlines disagree
Other headlines on the same news use a different number. “US firms to invest $500mln in Pakistan’s minerals sector” and “US firm makes a $500 million investment deal with Pakistan for critical minerals” both describe the FWO–USSM memorandum, while the $1 billion figure describes Reko Diq financing. Words such as “investment” and “deal” cover memoranda, lending commitments and project budgets alike, which is how one news cycle produces several different totals.
How the sequence unfolded
- April 8, 2025: investment pitch. Pakistan opened its Minerals Investment Forum and presented opportunities to international delegations, including the United States. Prime Minister Shehbaz Sharif urged local processing of minerals rather than exports of raw ore. The Associated Press (AP) account also described the security context in Balochistan.
- June 25, 2025: U.S.–Pakistan webinar. Pakistan’s Petroleum Division and the U.S. Embassy hosted a webinar to connect American investors with Pakistani mining opportunities. The government’s announcement cited three reform efforts: a planned National Minerals Harmonisation Framework, digitization of geological data, and an upgrade of the Geological Survey of Pakistan.
- September 8, 2025: memorandum announced. Pakistan’s Press Information Department announced the FWO–USSM memorandum, covered in detail below.
- September 17, 2025: Reko Diq financing reported. The News International reported approximately $1 billion in U.S. EXIM financing commitments for Reko Diq, part of more than $5.5 billion in reported commitments from international financial institutions. The report concerned one mine, not the sector as a whole.
- October 31, 2025: continued engagement. Radio Pakistan reported a meeting between Finance Minister Muhammad Aurangzeb and Robert Louis Strayer-II, president of the U.S. Critical Minerals Forum. They discussed mineral cooperation, supply-chain security, sustainable investment, and legal and regulatory reform.
- March 2026: later financing description. CSIS described EXIM’s Reko Diq financing as approximately $1.2 billion. This is a secondary description of EXIM’s position, not a figure taken from an EXIM document.
The September 2025 memorandum: what it commits and what it does not
Pakistan’s Press Information Department said FWO and USSM signed a memorandum covering critical-mineral development and processing. The announcement said the first phase was “envisaged at approximately $500 million.” It also described mineral exports and possible scaling toward a USSM poly-metallic refinery in Pakistan. Radio Pakistan’s report on the same day carried the $500 million figure.

A separate memorandum, announced the same day, linked the National Logistics Corporation with Portugal’s Mota-Engil Group on logistics services. It does not involve U.S. parties.
The word “envisaged” matters. It describes a plan, and a memorandum of understanding sets out intent that normally precedes contracts, financing and construction. Nothing in the announcement or the reporting shows whether that first phase has been carried out or how much money has moved. Treat $500 million as a target attached to an agreement, not as spending.
Reko Diq: the project behind the $1 billion financing
Reko Diq is a copper-gold development project in Balochistan. Barrick’s filing with the U.S. Securities and Exchange Commission describes it as a development project, not an operating mine, and says mining and processing information will be reported once mining commences.

Barrick describes the project as indirectly owned 50% by Barrick and 50% by Pakistani stakeholders. Barrick is the operator.

Design and logistics
The project is planned in two phases and includes two open-pit mines, a processing plant and associated infrastructure. Concentrate is expected to travel by road and rail to Port Qasim for export. Barrick’s filing says existing routes will need upgrades for the project’s needs.
Reading the cost estimates
Barrick’s 2025 feasibility study estimates Phase 1 project capital cost at $5.6 billion to $6.0 billion, and Phase 2 at $3.3 billion to $3.6 billion. Both are on a 100% project basis and exclude capitalized financing costs. They describe what the whole project is expected to cost, not what the United States or any single partner would pay. Setting them beside the $1 billion financing figure compares a total project budget with one lender’s commitment.

Forecasts are the company’s, not outcomes
Any revenue, margin or return modelling in Barrick’s filing is the company’s own forecast, tied to its stated price assumptions. Because mining has not started, there is no operating record yet against which those forecasts can be checked.

The same announcement quotes Federal Minister Ali Pervaiz Malik:
“Pakistan is richly endowed with mineral resources, including gold, copper, coal, rare earth elements and other critical minerals essential for renewable energy transition,” he said.

Business Recorder’s June 26, 2025 report quotes Baker on the project’s history:
“It demonstrates the impact of decades of collaboration between the US and Pakistan – beginning with a joint geological survey in 1961 that first discovered the copper and gold deposits in that part of Balochistan,” she said.
That remark is an official’s account of history, not verification of the deposit’s characteristics. The same report says U.S. officials pointed to geophysical surveys, mining engineering, infrastructure and project management as areas for potential business participation. Those are areas of possible work, not contracts.

- Security. AP reported that Balochistan has experienced separatist attacks and opposition to mineral extraction by Pakistani and foreign companies. Barrick’s filing says operating in Pakistan carries risks and uncertainties that are less likely in jurisdictions such as the United States or Canada, and that an ongoing security review could affect the project’s timeline and capital budget. This article does not attempt to rate current security conditions.
- Benefit sharing. Ownership divides the project between federal state-owned enterprises and provincial interests. How benefits are divided between federal and provincial stakeholders remains a question to watch.
- Local processing. Sharif’s call for in-country processing is a stated expectation. The announcements do not show how it will be met in practice.
- Environment. The MoU announcement says the proposed cooperation would prioritize sustainability and environmental responsibility. That is a stated commitment, not evidence of environmental performance.
- Reforms. The planned National Minerals Harmonisation Framework, geological data digitization and Geological Survey upgrade were announced as efforts underway. Whether they have been implemented is not confirmed by the material cited here.
How to check the next mining headline
- Name the instrument. Is it a memorandum, a loan or export-credit commitment, an equity stake, or a project cost estimate? Each carries different certainty.
- Identify who said it. A government announcement, a lender, a company filing or a news outlet relaying one of them. Government announcements describe intentions; company filings are formal disclosures with their own risk language.
- Check the basis. Is the number the whole project, such as a 100% basis, or one party’s share?
- Read the status word. “Envisaged,” “approximately” and “commitment” are not the same as “spent” or “disbursed.”
- Check the date. Compare the figure with later reporting. The most recent dated figure here is from March 2026; developments after that are outside this article’s coverage.
- Watch for the operator’s next disclosure. For Reko Diq, Barrick says mining and processing information will be reported once mining commences. That is when forecasts can be tested against operating results.
What this means for a personal-finance reader
A government memorandum and a lender’s financing commitment do not create income, debt or cash flow for a household. A saver’s exposure to a project like Reko Diq would usually come through shares in listed companies or funds that hold them, so the operator’s filings and updates carry more weight than any headline total. The $1 billion figure is a news item about a set of deals and commitments, not a reason to change a portfolio on its own.
