USPS reversed its one-day suspension of inbound packages from China and Hong Kong on February 5, 2025, saying it would continue accepting international mail and packages from both postal administrations. That reversal did not restore duty-free treatment: customs charges and processing were separate from whether USPS accepted a parcel. The announcement is historical, not confirmation of current service on those routes.
What happened with USPS packages from China and Hong Kong?
On February 4, 2025, USPS announced a suspension of international package acceptance from China and Hong Kong Posts. The next day, it reversed that decision and said it would “continue accepting all international inbound mail and packages from China and Hong Kong,” according to the Associated Press (AP). The short-lived suspension focused on packages; AP reported that letters and flats were not included in the initial announcement. (AP, Feb. 5, 2025)
USPS did not provide a detailed reason for its initial suspension, AP reported. The Washington Post quoted a USPS spokesperson saying the agency and U.S. Customs and Border Protection (CBP) were working on an efficient way to collect new China tariffs while minimizing disruption to package delivery: “The USPS and Customs and Border Protection are working closely together to implement an efficient collection mechanism for the new China tariffs to ensure the least disruption to package delivery.” (The Washington Post, Feb. 5, 2025)
Why did USPS reverse the suspension?
The reversal came amid a broader customs-policy change: the United States ended the de minimis exemption for low-value shipments from China and Hong Kong and imposed an additional 10% tariff on Chinese goods, as contemporaneous coverage described it. The former exemption had allowed qualifying low-value shipments to enter without import duty; AP described the threshold as under $800. USPS’s statement concerned postal acceptance and coordination on tariff collection—it did not say that parcels would remain duty-free or that every shipment would face the same charge. Does USPS accepting a parcel mean it is duty-free?
No. Postal acceptance and customs treatment are different questions. USPS accepting an inbound item means the postal channel is willing to handle it; customs rules can still require duties or other processing before delivery. The February 2025 reversal was not a blanket guarantee of duty-free entry, unchanged delivery times, or a particular charge on every parcel.
At the time, International Mailers Advisory Group executive director Kate Muth told The Washington Post: “The expectation is you’ll be paying more as a consumer, and it may take a little longer to reach you.” That was an attributed forecast, not a quantified finding about the actual effect of the reversal.

What do the trade figures show—and not show?
AP reported that a Congressional Research Service report released during the week of its February 5, 2025 story put Chinese exports of low-value packages at $66 billion in 2023, up from $5.3 billion in 2018. Separately, AP cited about $427 billion in U.S. imports of goods from China in 2023, which it described as the latest year with complete data at that time. These figures measure different things: low-value package exports are not the same as all U.S. goods imports, and neither figure is current-year data. (AP, Feb. 5, 2025)

The February 5, 2025 reversal establishes what USPS announced then, not current route availability. USPS’s International Service Alerts page was updated August 21, 2026. China and Hong Kong do not appear in its displayed list of suspended destinations, but the page is a list of suspensions—not affirmative confirmation that USPS currently accepts parcels from those origins. Check USPS’s current route information and the shipper’s service details before relying on the historical announcement.
