The U.S. Department of Agriculture announced on February 19, 2026, that it intends to buy up to $263 million in dairy and other agricultural products from U.S. producers for distribution through food banks and nutrition-assistance programs. The announcement lists 12 commodity categories and maximum allocations; it does not establish that contracts have been awarded, the full amount spent, or food delivered.
What USDA plans to buy
USDA’s February announcement assigns maximum amounts to five dairy categories and seven other commodity categories. The five dairy allocations total $148 million; the other listed commodities total $115 million.

These figures are the maximum allocations USDA announced, not confirmed contract values or completed purchases. The USDA release provides the category amounts. The National Milk Producers Federation also described the dairy portion as $148 million in its February 19 statement.
Where the food is intended to go
USDA says the purchases are intended for food banks and nutrition-assistance programs across the country. The department identified Section 32 of the Agriculture Act of 1935 as its authority. Under the arrangement described in the release, the Agricultural Marketing Service buys domestically produced and processed foods, known as USDA Foods, for provision to Food and Nutrition Service programs, including food banks operating The Emergency Food Assistance Program (TEFAP).

Have the purchases been completed?
The February 19 release describes an intent to purchase “up to” $263 million. The National Milk Producers Federation said USDA would invite offers from approved USDA vendors and award purchase contracts after the announcement. The sources do not establish that all contracts were awarded, all funds obligated or spent, or products delivered. They also do not state a delivery schedule, final contract value, or item-by-item fulfillment status. That leaves the outcome unresolved; it is not evidence that the plan was either completed or abandoned.
Why “specialty crops” can be confusing here
The February announcement includes specific agricultural products beyond dairy: chickpeas, dried black and pinto beans, fresh pears, lentils, pecans, split peas, and walnuts. It is distinct from USDA’s January 13, 2026 announcement of intent to buy up to $80 million in specialty crops: $20 million each in almonds, grape juice, pistachios, and raisins. USDA’s stated rationale
USDA attributed the planned purchases to support for U.S. producers and food supply. Secretary Brooke Rollins said: “From milk and dairy to fruits, legumes, and tree nuts, these staples are essential for feeding families and sustaining America’s agricultural economy.” This is the department’s stated rationale, not evidence that the planned purchases have already produced those outcomes.
