The U.S. Environmental Protection Agency finalized Renewable Fuel Standard (RFS) requirements for 2026 and 2027. The total applicable renewable fuel volumes are 26.81 billion RINs for 2026 and 27.02 billion for 2027. Those totals include volumes reallocated to account for certain small refinery exemptions; the underlying base requirements are lower, at 25.82 billion and 25.98 billion RINs, respectively.
These are compliance targets for fuel producers and importers—not a required biofuel percentage for an individual driver to blend into a tank. The rule can affect fuel and agricultural markets, but the EPA’s quota figures alone do not establish how pump prices or household costs will change.
What EPA finalized
EPA announced its final “Set 2” RFS rule on March 27, 2026. It was published in the Federal Register on April 1, 2026. The rule sets 2026 and 2027 requirements for cellulosic biofuel, biomass-based diesel (BBD), advanced biofuel, and total renewable fuel.
The rule is generally effective June 15, 2026. Specific provisions have different effective dates: some took effect April 28, 2026, and others take effect January 1, 2027.

2026–27 volume requirements
EPA reports the volumes below in billion RINs. A renewable identification number (RIN) is a compliance credit; EPA describes one RIN as equivalent to one ethanol-equivalent gallon of renewable fuel.
“Base requirement” and “total applicable volume” are different measures. The total applicable volume adds EPA’s reallocation for certain small refinery exemptions (SREs) to the base requirement.

All figures are billion RINs. The categories are not four separate amounts to add together: cellulosic biofuel and BBD are included within the broader advanced and total renewable fuel requirements. For the headline total, use “total applicable volume” when including SRE reallocation, and “base requirement” when referring to the requirement before that reallocation.
Percentage standards and how compliance works
The volume targets are implemented through percentage standards for gasoline and diesel producers and importers. Each obligated party applies the relevant standards to its nonrenewable gasoline and diesel volumes to calculate its renewable volume obligations (RVOs), then obtains RINs to demonstrate compliance.

These percentages determine each obligated party’s RVO; they are not a direct instruction for consumers to blend a specified percentage at the pump. A party’s obligation depends on its covered nonrenewable fuel volumes.
What changed for 2025
Alongside the 2026–27 standards, EPA partially waived the 2025 cellulosic biofuel requirement. EPA projected that 1.21 billion cellulosic RINs would be available for 2025 compliance, below its previous projection of 1.38 billion, and finalized the 2025 cellulosic requirement at 1.21 billion RINs. EPA did not waive the 2025 requirements for BBD, advanced biofuel, or total renewable fuel.

Other program changes and EPA’s projections
Renewable electricity and biogas
The final rule removes renewable electricity, commonly called eRINs, as a qualifying renewable fuel under the RFS and revises provisions governing biogas. It also makes other implementation changes.
Production and market estimates
EPA characterizes the 2026–27 volumes as the highest in the RFS program’s history and says the rule maintains a 15 billion conventional biofuel level in each year. These are EPA’s descriptions of the final requirements.

EPA estimates that biodiesel and renewable diesel production and use would need to rise by more than 60% compared with 2025 volumes to meet the new volume levels. That is an agency estimate of what meeting the targets would require, not a measured future increase or a guarantee of supply, prices, or consumer savings.
EPA said it selected a two-year volume-setting period to balance longer-term market certainty with uncertainty in forecasting renewable fuel production and use, particularly for emerging technologies. Its response to comments also cites uncertainty around tax-credit and trade-policy changes.
What the quotas mean for household finances
The rule sets obligations for fuel producers and importers, rather than a household fuel budget or a retail blending instruction. Higher required volumes may matter to fuel and farm markets, but the quota announcement by itself does not quantify any resulting change in gasoline or diesel prices, food costs, or farm income.
