A proposed U.S. change would ask some Visa Waiver Program travelers applying through ESTA for five years of social-media history. The available evidence does not establish that the proposal became final or is in force, and it does not show that high-spending World Cup visitors are moving to Canada or Mexico because of it. Fans should check the current entry rules for the country where they plan to attend a match.
What is the five-year social media measure?
In December 2025, U.S. Customs and Border Protection (CBP) proposed changes to information collected through the Electronic System for Travel Authorization (ESTA), used by eligible travelers in the Visa Waiver Program (VWP). The proposal included five years of social-media history. Contemporary Associated Press coverage described it as a proposal, not a final rule. The available information does not establish whether CBP or the Federal Register later finalized, revised, or withdrew it. Do not treat the five-year request as a current ESTA requirement without checking an official status update. Associated Press coverage and the December 2025 notice describe the proposal.
Who might the proposal affect?
It concerns ESTA applicants eligible for the VWP, not every foreign tourist, visitor to the United States, or visa applicant. VWP eligibility depends on the traveler and circumstances; people who cannot use the program generally need to pursue a visa instead. The State Department explains the program, eligibility, and exceptions in its Visa Waiver Program guidance.
A later summary from a senator’s office described the proposal as potentially affecting travelers from 42 visa-exempt countries and listed other proposed personal-information fields. That is a description of a proposal, not confirmation of its present scope or an operative requirement. The senator’s office summary should not be read as current CBP instructions.

How is this different from social-media information for visa applicants?
The State Department announced a separate policy in 2019 to collect social-media identifiers from most visa applicants. That visa process is distinct from ESTA and the later proposal to change ESTA information collection. The earlier policy does not establish that the ESTA proposal became final. The State Department’s 2019 announcement describes the visa-applicant policy.
Does this mean World Cup fans will choose Canada or Mexico instead?
That outcome has not been established. The 2026 tournament spans the United States, Canada, and Mexico, and regional tourism forecasts discuss opportunities across the host countries. They do not show that the ESTA proposal is causing visitors—whether high-spending or otherwise—to shift their plans from U.S. matches to neighboring countries. Nor should the U.S. visa-bond waiver for certain people traveling to the tournament be confused with social-media screening. The Department of State says qualifying World Cup travelers will have visa-bond requirements waived; that separate measure does not determine the status or applicability of the ESTA proposal. Start with the actual match location and the traveler’s nationality: entry permission for one host country does not automatically settle requirements for another. FIFA provides links to official travel and visa information for the United States, Canada, and Mexico, as well as information about FIFA PASS. Use those links as a starting point, then confirm requirements with the relevant government for each traveler and itinerary. FIFA’s World Cup travel and visa page is the tournament-specific guide.
