The soybean concern was reported at the time as a risk to U.S. farmers, not as a measured loss. The two governments then signed a reciprocal trade and investment agreement on February 5, 2026. What the September 30, 2025 report said
Reuters reported on September 30, 2025 that the White House meeting had been set for October 14, during the week the World Bank and International Monetary Fund were meeting in Washington. Treasury Secretary Scott Bessent had announced negotiations for a $20 billion swap line with Argentina’s central bank, which Reuters described as giving Argentina access to dollars. Markets rallied after the announcement and then weakened, partly because few details had been released. Those were reactions on that day, not a lasting verdict on the arrangement.
The headline’s warning came from a separate issue: how Argentina’s grain sales interacted with the U.S. farm market.

Trump on the limits of U.S. support
Trump said that U.S. support would not continue indefinitely if Argentina changed course. Asked whether continued support depended on the result of Argentina’s upcoming election and on the government’s ability to pass lasting reforms, he answered: “I think if they don’t do that, we’re not going to be around very long.” The remark did not itemize which policies he had in mind.
Bessent on “robust policies”
Bessent tied the aid to the direction of Argentine policy: “We’re confident that the President’s party will—and the coalition will do well in the election. And this aid is predicated on robust policies, and going back to the failed Peronist policies would cause a U.S. rethink.” This describes the administration’s public position at the time. It is not a quotation from the swap’s contract, and the reporting cited here does not describe a written condition of that kind.

Was the $20 billion swap completed?
Yes, with one clarification about wording. A currency swap line is an agreement in which two monetary authorities exchange currencies with an agreed reversal later. In this case the counterparties were the U.S. Treasury and Argentina’s central bank, and the arrangement gave Argentina access to dollars. It was not a grant to consumers and it was not a purchase of soybeans. The headline’s word “deal” described a proposal when it was written. The timeline below separates each stage.

The sources use different labels. AP describes a currency swap line, while the central bank’s notice refers to a foreign-exchange stabilization agreement. The central bank’s notice confirms settlement of those transactions; it does not address any later financial arrangement.

When the Treasury action was reported in October, Bessent said: “U.S. Treasury is prepared, immediately, to take whatever exceptional measures are warranted to provide stability to markets.” That language states the purpose the administration gave for the action, which was market stability.
Why soybean sales became a flashpoint
The concern had two sides. Argentina needed foreign currency and temporarily suspended its grain export taxes, and that opening drew large bookings. Meanwhile, U.S. soybean growers were entering their prime marketing season while trade talks with China remained unresolved.

Reuters reported that Argentina temporarily suspended grain export taxes while seeking foreign currency. The coverage cited here does not give the suspension’s start or end dates in detail, so this article does not describe how long the window stayed open.
What the $7 billion figure covers
Reuters said traders booked $7 billion in grain sales within a few days, and that most cargoes, particularly soybeans, were expected by traders to go to China. The $7 billion is a total for grain sales overall. It is not a soybean-only figure, and it describes bookings rather than shipments delivered.

The administration’s stated rationale was Argentine financial stability and policy alignment. Critics argued that the support arrived while Argentina was competing with U.S. farmers for Chinese demand. Both positions appear in the record. Neither the reporting nor the later confirmed actions shows which one better explains the timing.
The February 2026 trade agreement
The trade track ran separately from the swap. On February 5, 2026, USTR Ambassador Jamieson Greer and Argentine Foreign Minister Pablo Quirno signed the U.S.–Argentina Agreement on Reciprocal Trade and Investment. Each government summarized the terms in its own words:
- USTR described lower trade barriers and market access for American exporters.
- Argentina’s Ministry of Foreign Affairs said the agreement included U.S. tariff treatment affecting 1,675 Argentine products.
- Argentina agreed to remove tariffs on 221 tariff lines and to lower others.
- Argentina’s ministry said the agreement provided preferential access to the U.S. beef market for 100,000 tonnes, including 80,000 additional tonnes in 2026.
Greer said at the signing: “The deepening partnership between President Trump and President Milei serves as a model of how countries in the Americas, from Alaska to Tierra del Fuego, can advance our shared ambitions and safeguard our economic and national security.” These are announced terms. The coverage cited here does not report realized trade volumes after signing.
