What did the Vietnam tariff announcement say?
On July 2, 2025, President Donald Trump announced a 20% tariff on many Vietnamese exports to the United States, compared with the 46% rate he had threatened in April. He also announced a 40% levy for goods from third countries that were transshipped through Vietnam, and said U.S. goods could enter Vietnam at zero tariff. These were announced terms, not a complete product-by-product customs schedule. Reuters reporting republished by Investing.com said the announcement offered few details and left unclear which products would be covered.

Vietnam described the outcome as a trade framework or joint statement rather than confirming the specific rates in its initial response. On July 3, Reuters reported that Vietnam welcomed the result while negotiations continued to finalize details. Reuters quoted Vietnam Finance Minister Nguyen Van Thang, speaking at a cabinet meeting, calling it “an important negotiation result, creating hope and expectations for businesses.” That optimism did not mean all the operating terms were settled. Reuters reporting republished by MarketScreener said rules of origin and the distinction between locally manufactured goods and transshipment were still unclear.
Why the deal matters to Samsung
Samsung has a substantial manufacturing and export presence in Vietnam, so tariffs on Vietnam-origin goods could affect its business. Reuters reported that Samsung was Vietnam’s largest single foreign investor, with $23.2 billion in accumulated investment, and that the company exported $54.4 billion from Vietnam in 2024—13.4% of Vietnam’s total exports. Those figures show the scale of Samsung’s Vietnam operations; they are not figures for exports to the United States and do not establish the value of goods that would face the announced tariff.

The available figures do not identify how much of Samsung’s Vietnam output goes to the U.S., which products or tariff classifications are involved, or what share would qualify as Vietnam-origin under final rules. They therefore cannot support a calculation of Samsung’s tariff bill, how much cost it might pass on, or the effect on earnings. Hong Sun, honorary chairman of the Korean Chamber of Commerce in Vietnam, told Reuters on July 3: “It’s not clear yet how things will move.” He added: “South Korean companies having invested in Vietnam will recalculate their business plans.”
Will Samsung phones made in Vietnam face tariffs?
The July 2 announcement alone does not answer that question. It set out broad headline rates but did not establish the final tariff treatment for a specific Samsung phone or any other product. The outcome would depend on the final agreement and implementation, including product coverage, origin rules, and whether a shipment was treated as transshipment. No product-specific rate can be inferred from Samsung’s total Vietnam exports.

Trade adviser Dan Martin of Dezan Shira & Associates told Reuters on July 2: “‘Transshipping’ is a vague and often politicized term in trade enforcement.” He said how it is defined and applied would shape U.S.-Vietnam trade relations. Without a settled definition and enforcement approach, a headline rate for transshipped goods does not by itself determine how a particular shipment would be treated.
What later updates did—and did not—clarify
On July 31, 2025, the White House published a fact sheet describing modifications to reciprocal tariff rates and listing Vietnam among countries with additional trade deals. It is an official account of the administration’s broader tariff policy, but it does not explain Samsung-specific product treatment or supply the missing product-level determination. Samsung also faced a separate U.S.-South Korea trade-policy development. Reuters reported in July 2025 that Trump said imports from South Korea would face a 15% tariff under a separate deal. On July 30, Samsung CFO Park Soon-cheol said: “We believe that the uncertainty has been reduced through the conclusion of negotiations between the United States and South Korea.” He was referring to the Korea negotiations, not the Vietnam announcement. Park also said Samsung was monitoring a separate U.S. national-security probe concerning imports of semiconductors and electronics, including smartphones, tablets, and PCs. - As a reduction in the threatened rate: The announced 20% rate was below April’s threatened 46%, so it reduced the worst-case headline threat for many Vietnamese exports.
- Not as a fixed Samsung rate: The announcement did not establish the final treatment of a specific Samsung product or shipment.
- Not as proof of a Samsung cost or price change: The reported export total covers Samsung’s exports from Vietnam, not its U.S.-bound shipments, and does not quantify tariff pass-through or financial impact.
- As a separate issue from the Korea deal: Samsung’s comments about reduced uncertainty referred to the U.S.-South Korea negotiations, not the Vietnam framework.
The 2025 announcement should therefore be understood as a reprieve from the threatened 46% rate, not evidence that Samsung goods made in Vietnam received a guaranteed zero or fixed tariff. The available reporting establishes neither the final tariff treatment for individual products nor Samsung’s realized financial impact as of October 8, 2026.
