In April 2025, the Trump administration excluded specified smartphones, computers and other electronics from the reciprocal tariffs, effective retroactively from April 5. Within days, senior officials described the relief as temporary and said electronics could instead face a separate semiconductor tariff approach. The episode was a change in the administration’s explanation and plans, not proof that every phone or laptop had become tariff-free—or that the April exception had already been rescinded.
What did the April 2025 exemption cover?
A White House memorandum issued April 11 clarified that specified products were treated as “semiconductors” for purposes of the reciprocal-tariff orders. Its list included smartphones, computers and parts, certain network equipment, storage media, displays, semiconductor devices and semiconductor-manufacturing machinery. The clarification took effect at 12:01 a.m. EDT on April 5, 2025.
U.S. Customs and Border Protection’s implementation bulletin described the listed tariff-classification provisions as excluded from reciprocal tariffs under Executive Order 14257, as amended. It instructed importers to report the exception using a secondary classification. The memorandum also said duties collected from April 5 under the specified reciprocal-tariff orders on qualifying semiconductor products should be refunded through CBP’s standard procedures.
“Smartphone” and “laptop” are useful everyday labels, not a complete legal test. The exception applied according to the listed Harmonized Tariff Schedule of the United States (HTSUS) classifications and the terms of the applicable orders. A device’s classification and origin, its entry date, and other tariff authorities could affect its treatment.

Why did officials say the reprieve was temporary?
Commerce Secretary Howard Lutnick said the devices were outside the reciprocal tariffs but would be included in semiconductor tariffs expected in “probably a month or two.” He called the exclusion a temporary reprieve. U.S. Trade Representative Jamieson Greer likewise rejected “exception” as the right description, saying the supply chain had shifted from the reciprocal-tariff regime to a national-security tariff regime.
Those April 2025 remarks explain the “walks back” language: officials were signaling that a different tariff policy might follow, while downplaying the idea of a lasting exemption. The statements were not themselves an implemented tariff schedule, and they did not, on their own, repeal the April memorandum.

Did the administration later change the legal picture?
Yes. In January 2026, a White House proclamation imposed a 25% duty on specified semiconductor products, with exceptions that include non-data-center consumer applications. The proclamation’s coverage depends on its specified products and uses; it does not establish that all smartphones and laptops were covered.
In February 2026, the White House directed agencies to end specified additional duties imposed under the International Emergency Economic Powers Act (IEEPA), including duties under Executive Order 14257 as amended, and to terminate collection as soon as practicable. These later actions mean the April 2025 episode is historical, not a guide to a current rate for a particular device. The applicable treatment depends on the operative rules and agency guidance for the shipment in question.

What does this mean for phone and laptop prices?
The April exception alone does not establish whether, or by how much, consumer prices changed. The official materials and reporting described here do not provide a directly comparable estimate of phone or laptop price changes caused by the exception. A stock-market movement during tariff volatility is not a measure of what consumers paid for devices.
For an actual import or purchase, there is no single consumer-facing answer that applies to every shipment. Import treatment can depend on the HTSUS classification, country of origin, entry date and any overlapping tariff authority or applicable exception. The Congressional Research Service has noted that tariff actions can be cumulative and that rates vary by product and origin; a device’s brand or retail category alone does not settle the question.
