Trump’s 25% Tariff Promise for Canada and Mexico: What Took Effect

Trump’s 25% promise became a changing set of tariff actions—not a permanent flat rate on every Canadian and Mexican import. See what took effect and what determines the duty now.

Trump’s 25% figure began as a broad promise, not a permanent flat tariff on every Canadian and Mexican import. The administration issued separate tariff orders in February 2025, put them into effect in March with exceptions, and later measures changed the picture again. As of October 8, 2026, the exact duty on a shipment depends on its product classification, origin, USMCA eligibility and any other applicable tariff action.

What did Trump promise?

In a July 31, 2025 fact sheet, the White House described Trump’s November 2024 promise as to “sign all necessary documents to charge Mexico and Canada a 25% Tariff” on imports. The administration presented the proposal as a response to fentanyl, illicit drugs and migration. That is the administration’s stated rationale, not proof that tariffs reduced drug flows.

The promise was broad. The policy that followed was not a single, unchanging 25% rate on every good from either country: it was implemented through separate orders, then modified to exempt qualifying USMCA goods and affected by later actions.

When did the tariffs take effect, and what changed?

Date What happened
November 2024 Trump made the 25% promise, as later recounted by the White House.
February 1, 2025 The administration issued separate executive orders for Canada and Mexico. They were initially scheduled to take effect February 4, according to the Congressional Research Service (CRS).
February 3–March 4, 2025 The start was paused for a month; the tariffs took effect March 4, according to the CRS chronology.
March 6–7, 2025 The administration created an exception for goods claiming and qualifying for USMCA duty-free preference. CRS reports that the exception and a 10% rate on nonqualifying potash took effect March 7.
July 28, 2025 snapshot CRS recorded a 25% rate on most nonqualifying goods from both countries, with lower-rate treatment for specified Canadian energy and potash and Mexican potash. CRS also noted a later-announced 35% Canada rate scheduled to take effect August 1, 2025; its July 28 figures should not be read as the final schedule.
September 1, 2025 Canada removed most of its counter-tariffs on U.S. imports, retaining those on steel, aluminum and automobiles, according to the Government of Canada.
July–September 2026 Separate later actions added new measures. The White House announced 50% Section 338 tariffs on certain Canadian goods in July; the Canada Gazette records those U.S. tariffs taking effect August 22 and Canadian counter-tariffs at 15%, 25% and 50% taking effect September 8.

Do USMCA goods still pay the original 25% tariff?

For the 25% IEEPA tariffs related to fentanyl and migration, the answer for qualifying USMCA-originating goods is no, according to USTR’s 2026 statement. The White House had earlier put the exception this way in its July 31, 2025 fact sheet: “Goods qualifying for preferential tariff treatment under the United States-Mexico-Canada Agreement (USMCA) continue to remain not subject to the IEEPA Canada tariffs.”

That exception depends on the goods actually qualifying for preferential treatment; merely shipping a product from Canada or Mexico does not establish that it originates under USMCA. CRS, citing U.S. Census Bureau data, estimated that in 2024 about 38% of Canadian goods and about 50% of Mexican goods by value entered the United States under USMCA. Those figures describe 2024 trade, not the share of any particular importer’s shipments that qualifies.

What is the current tariff on a Canadian or Mexican import?

There is no single current rate that can safely be applied to all imports from either country. USTR stated in 2026 that USMCA-originating goods remained exempt from the 25% IEEPA fentanyl- and migration-related tariffs, and that Canada and Mexico were excluded from U.S. reciprocal trade actions. That does not settle the combined duty for every nonqualifying product or resolve which later measures apply to a specific shipment.

The 2026 actions should be kept distinct from the original 25% policy. The White House’s 50% Section 338 announcement concerned certain Canadian goods; it was not a replacement flat rate on all Canadian imports. The Canada Gazette’s 15%, 25% and 50% figures are Canadian counter-tariff rates on specified U.S. imports, not U.S. duties on Canadian goods.

The USMCA also remains relevant: after the agreement’s July 1, 2026 joint review, it was not renewed in its current form. USTR said it remained in force pending resolution or termination. A review outcome is therefore not the same as the agreement having ended.

For a shipment-specific answer, an importer needs to check:

  • The product’s tariff classification and country of origin.
  • Whether the product satisfies USMCA origin rules and the claim requirements for preferential treatment.
  • Any product-specific exclusions or lower-rate treatment.
  • Whether another tariff action applies to that product, and whether measures overlap.
  • The current official customs schedule and guidance for the entry date.

The CRS report is a dated July 28, 2025 snapshot, not a complete October 2026 tariff lookup. The reviewed official statements do not establish a combined October 8, 2026 rate for a particular nonqualifying product. Importers should confirm classification and treatment with current customs guidance or a qualified customs professional before pricing or entering a shipment.

What do the tariffs mean for household costs?

A tariff is a duty assessed on imported goods; the figures above do not establish how much households ultimately paid. The reviewed official sources do not provide an independently measured estimate of the consumer cost of the original 25% action. Changes in import values alone cannot show what caused a price change or how much of a duty was passed through to consumers.

The White House reported that Canadian imports of U.S. motor vehicles fell about 22%, or $5.6 billion, from April 2025 through March 2026 compared with the prior 12-month period, and that Canadian imports of U.S. alcoholic beverages fell about 81%, or $582 million, from March 2025 through February 2026 compared with the prior 12-month period. These are the administration’s reported comparisons; they are not estimates of consumer prices or proof that one tariff caused the changes.

For context on the separate Canadian responses, the Government of Canada’s 2026 order says its March 2025 counter-tariffs covered $30 billion in annual U.S. imports, based on 2023 trade figures; those measures were repealed on September 1, 2025. Canada’s later announced counter-tariffs covered $27.6 billion in U.S. imports at rates of 15%, 25% and 50%.

How to read the 25% headline

The headline refers to a real promise and tariff actions that followed, but it is not a reliable rate quote for a current purchase or shipment. The 2025 measures were modified to exempt qualifying USMCA goods; the later 2026 U.S. and Canadian actions have their own authorities, product scopes and dates. For personal budgeting, a broad “25% tariff” figure cannot tell you whether a specific item is covered or how its final price will change.
