Is Trump Causing a U.S. Population Decline? What the Latest Data Show

The latest Census estimate shows U.S. population growth slowed sharply but did not turn negative. Net international migration fell, while the data do not isolate the effect of Trump policies.

No: the latest completed Census Bureau estimate shows the U.S. population still grew. From July 1, 2024, to July 1, 2025, the country added 1.8 million people, reaching 341.8 million. Growth slowed sharply, however, and the Census Bureau says a steep drop in net international migration was the main reason. The data do not establish that Trump caused the entire slowdown—or that the U.S. is experiencing its first-ever population decline.

Is the U.S. population declining?

Not according to the latest completed national estimate. The Census Bureau’s Vintage 2025 estimates, released January 27, 2026, put the U.S. population at 341.8 million on July 1, 2025, up 1.8 million, or 0.5%, from the previous year. The rate of growth did fall substantially. Between July 1, 2023, and July 1, 2024, the population grew by 3.2 million, or 1.0%. The Census Bureau described that as the fastest annual growth rate since 2006. The contrast is between a population that is still getting larger and a slower pace of increase—not between growth and an observed national decline.

What caused growth to slow?

Net international migration fell from 2.7 million in the July 2023–June 2024 estimate year to 1.3 million in the July 2024–June 2025 estimate year, a 53.8% decrease. The Census Bureau said births and deaths remained relatively stable compared with the prior year, making the migration shift the main reason growth slowed. That explains the arithmetic of the slower growth rate, but it does not by itself identify the political cause. The annual estimate period runs from July 2024 through June 2025, crossing the end of the Biden administration and the first half of Trump’s second administration. It combines months under different policy periods and does not isolate the effect of any single policy.

What does net international migration mean?

Net international migration (NIM) is the balance of migration gains and losses: people moving into the country minus people moving out, as estimated by the Census Bureau. It is not a count of arrivals alone, nor is it a deportation count. A lower net figure can reflect fewer people immigrating, more people emigrating, or both. This distinction matters when interpreting claims about immigration. Gross arrivals, removals, emigration, and net migration are different measures. Even a decline in one group or migration component does not prove that the total U.S. population has declined; the national total also reflects births and deaths.

How much of the slowdown can be attributed to Trump?

The Census estimate establishes that net international migration dropped during the year ending June 2025. It does not establish how much of that change resulted from Trump administration policies. Because the estimate aggregates a period spanning two administrations and reflects changes in both immigration and emigration, it cannot serve as a causal test of a particular policy.

The Congressional Budget Office (CBO) offers a separate, forward-looking assessment: it lowered its net immigration assumptions for 2025–2029 partly in response to actions by the current administration, alongside legislation and updates to earlier data. That supports the narrower conclusion that administration actions are one factor in the outlook for immigration. It does not show that Trump caused the whole measured slowdown or that the current U.S. population is shrinking. CBO’s January 2026 demographic outlook

What do the projections say about future population decline?

The Census Bureau’s approximately 321,000 estimate for net international migration by July 2026 was conditional on then-current trends continuing. CBO’s January 2026 projections likewise do not show an immediate national population decline. They estimate net immigration of 410,000 overall in 2025 and project population growth through 2029. In the longer run, CBO expects births to fall below deaths beginning in 2030, with net immigration increasingly offsetting that natural decrease. CBO reports that the most recent fertility data available for its projection showed 1.60 births per woman in 2024; its replacement-rate benchmark is 2.1. Fertility is one part of the long-range demographic picture, alongside mortality and migration. What “first-ever” does—and does not—mean here

The latest estimate refutes the claim that the U.S. is currently experiencing a total population decline. The sources cited here also do not establish the historical superlative “first-ever”: they do not provide a continuous annual historical series sufficient to verify every prior-year change. The defensible conclusion is narrower: the latest completed official estimate records continued national growth, but at a much slower rate, with lower net international migration accounting for most of the slowdown.
