DOE Confirms Cancellation of Five Manufacturing Grants Totaling About $718 Million

DOE canceled five manufacturing awards totaling about $718 million, affecting planned battery-materials and advanced-glass projects. The full award totals are not the same as unpaid balances.

The U.S. Department of Energy confirmed in October 2025 that it had canceled five Manufacturing and Energy Supply Chains awards worth about $718 million. The grants were intended to help build U.S. battery-materials and advanced-glass manufacturing capacity. DOE said the projects missed milestones and did not meet its economic and energy-policy tests, but it did not identify the milestones in its statement.

Which manufacturing grants did DOE cancel?

The five awards went to four battery-related companies and one advanced-glass manufacturer. The amounts below are full award totals, not necessarily the amount each recipient still expected to receive when the cancellations were announced.

The company said it received notice on October 9, 2025, planned to appeal, and intended to continue the project. Why did DOE cancel the awards?

DOE spokesperson Ben Dietderich said the projects “had missed milestones, and it was determined they did not adequately advance the nation’s energy needs, were not economically viable, and would not provide a positive return on investment of taxpayer dollars.” POLITICO E&E News reported that Dietderich did not specify which milestones were missed. Those are DOE’s stated reasons; the cited reporting does not independently verify the agency’s assessment of each project. POLITICO E&E News

Energy Secretary Chris Wright defended the broader review by saying, “If they’re not in the interest of the taxpayers, if they’re not a good expenditure of the money, you always have the ability to cancel these projects.” His comment was reported in the context of the wider review, not as a project-by-project explanation for all five awards. When were the grants canceled, and where did the money come from?

DOE told POLITICO E&E News on October 17, 2025, that it had canceled the five grants during the second week of that month. The report, published October 20, described them as among the first confirmed awards from a circulating list of possible cuts. The grants were authorized under the Bipartisan Infrastructure Law, enacted in 2021, and most awards were made in 2023 and 2024, according to TechCrunch. POLITICO E&E News TechCrunch

Why the $718 million total is not the unpaid balance

The approximately $718 million figure is the sum of the five awards. It should not be read as the amount of cash that remained unpaid when DOE canceled them. For example, POLITICO E&E News reported that Ascend Elements had already received about $206 million of its $316 million award, while American Battery Technology Co. said roughly $52 million remained under its $57.7 million award. The available recipient disclosures are selective, so they do not establish a total remaining balance across all five grants. POLITICO E&E News

What did the companies say about next steps?

The responses reported at the time differed. Ascend Elements said it would move forward with alternative financing. American Battery Technology Co. and LuxWall planned appeals, while ICL said it was reviewing DOE’s announcement. These were statements made in 2025; the cited sources do not establish the final funding or legal outcome for every award.

How this differs from DOE’s separate $7.56 billion cancellation

The five manufacturing awards are separate from DOE’s October 1, 2025 announcement terminating 321 awards across 223 projects, which the department valued at approximately $7.56 billion. U.S. Department of Energy

In July 2026, the Associated Press reported court developments concerning that separate tranche: DOE lawyers acknowledged in court documents that the selection of grants in that group was based solely on the political identity of recipients’ states, and a federal judge ruled the administration acted illegally in canceling that separate set of grants.
