The threatened broad tariff was postponed; the sources cited here do not describe it as having taken effect across the board on June 1. The dispute later produced a trade framework that the European Commission says entered into force on July 1, 2026.
What Trump postponed in May 2025
Trump announced the delay after a call with European Commission President Ursula von der Leyen. The new proposed start date was July 9, 2025, rather than June 1. Von der Leyen said, “To reach a good deal, we would need the time until July 9,” and that Europe was ready to advance talks “swiftly and decisively.” The Associated Press reported the postponement and her comments on May 25, 2025.
The point of the delay was to make room for negotiations, not to announce a completed agreement. On May 26, European Commission spokeswoman Paula Pinho said the leaders had agreed to “fast-track” negotiations, as AP reported. That phrase describes an effort to accelerate talks; it was not a statement that a deal had already been reached.
What happened after the new deadline
The July 9 date was not the end of the story. The European Commission says the parties reached a political agreement in July 2025, followed by an EU-US Joint Statement in August 2025. The framework subsequently entered into force on July 1, 2026, after formal approval by the European Parliament and Council. How the framework treats goods
The framework is not a simple reciprocal zero-tariff arrangement. Its headline US-side term is a 15% all-inclusive tariff ceiling for most EU exports to the United States, with distinct treatment for certain products and an outstanding issue for steel and aluminium derivatives. EU measures apply to US goods entering the EU and include both tariff reductions and safeguards.

For a specific import or export, the applicable rate depends on the product’s customs classification and the rules in force for that shipment. The framework overview is not a substitute for current official customs guidance.

EU countermeasures remain suspended, not erased
On July 31, 2026, the European Commission said EU rebalancing measures against US exports remained suspended without an end date, while staying under continuous review and potentially subject to reactivation. The package covered €93 billion of EU imports from the US and export restrictions on €95 million of EU exports to the US. The Commission’s July 31, 2026 update gives the status and scope of the suspended measures.

The transatlantic relationship is economically large, but aggregate trade statistics do not isolate the effect of the May 2025 postponement. The Council reported more than €1.7 trillion in EU-US trade in goods and services in 2025 and over €4.8 trillion in mutual investment holdings in 2024. Council of the EU, June 25, 2026.

For goods specifically, the Commission reports that EU exports to the US rose 3.5%, from €536 billion to €555 billion, in 2025, while US exports to the EU rose 5.4%, from €338 billion to €356 billion. The EU recorded a €198 billion goods trade surplus that year. The Commission’s EU-US trade page reports those 2025 figures. These totals describe trade during the year; they do not establish that the postponement itself caused changes in prices, trade volumes or employment.
