Trailblazers Past and Present: India’s Women Economists and Policymakers

From Devaki Jain’s feminist economics to women’s work in planning, central banking, and government, India’s economic policymaking has been shaped through many routes.

Women have shaped India’s economic decisions through more than elected office: they have taught and researched economics, brought gender questions into national planning, worked in central banking and government, and advised on development policy. Their influence is best understood by tracing those routes through institutions—not by treating “economist” and “policymaker” as the same job.

What the representation record does—and does not—show

A 30 March 2022 Scroll.in feature by Kadambari Shah and Shreyas Narla surveyed women’s presence in India’s economic and social policymaking. It reported that, across the period it covered, the country had two women finance ministers—Indira Gandhi and Nirmala Sitharaman—one woman finance secretary, Sushma Nath, and no woman governor of the Reserve Bank of India (RBI). Those are figures from the feature’s 2022 account, not a current tally.

The feature also said that only one of the two women finance ministers it counted was a trained economist. It did not define that category, so the claim should not be read as a precise measure of who has studied economics, conducted economic research, or influenced policy. More broadly, senior titles are only one way to measure influence: research, teaching, agenda-setting, regulation, and implementation can shape economic life without putting someone at the head of a ministry or institution.

Academic work widened the questions economics could ask

Devaki Jain and feminist economics

The Scroll.in feature identifies Devaki Jain as a pioneer of feminist economics in India and describes her work to bring gender into state planning. Feminist economics asks how economic analysis and policy account for women’s work, access to resources, and position in paid and unpaid economic life. In this account, it is not a separate subject from policymaking: it helps define what policymakers count, whose constraints they notice, and which outcomes they consider.

Krishna Bharadwaj and economics research

The feature also highlights Krishna Bharadwaj’s contributions to economics teaching and research, including work on capital theory and agricultural economics. Her career represents a different route to influence: developing ideas and educating economists, rather than holding a senior government office. Taken together, these examples show why a history of women’s economic influence cannot be reduced to a list of ministers.

The Planning Commission turned gender analysis into a policy agenda

A concrete institutional example is the Planning Commission’s Working Group of Feminist Economists, established in 2007 and chaired by Syeda Hameed, as described by the 2022 feature. The group’s work during preparation of the Eleventh Five-Year Plan was documented in the Planning Commission’s 2010 report, Engendering Public Policy: A Report on the Work of the Working Group of Feminist Economists during the Preparation of the Eleventh Five Year Plan 2007–2013, held in the NITI Aayog Digital Library.

The report’s agenda treated women as economic agents and brought together issues often handled in separate policy silos:

  • Access to land, credit, and technology.
  • Employment rights, informal work, social security, and skill development.
  • Financial inclusion and rural infrastructure.
  • Gender-sensitive planning for health, education, and food security.

The report is evidence that gender analysis entered a formal planning process; it is not evidence that every recommendation was adopted. The feature associates scholars and practitioners including Nirmala Banerjee, Gita Sen, Bina Agarwal, Jayati Ghosh, Indira Hirway, Renana Jhabvala, and others with the wider field and group. Their work spans feminist economics, rural livelihoods, development, labour, and the concerns of marginalised communities. The value of the grouping is in showing the range of policy questions, not ranking individuals or implying that each person held the same role.

Central banking and public administration offered other routes

RBI leadership and financial policy

In its historical account, the 2022 feature describes KJ Udeshi as the RBI’s first woman deputy governor, appointed in 2003, followed by Shyamala Gopinath and Usha Thorat in senior RBI roles during the 2000s. It associates Gopinath with oversight of debt, foreign exchange, and capital accounts, and Thorat with financial inclusion efforts. These examples illustrate how influence can operate through regulation and financial-system policy, in addition to academic research or elected office.

Economic expertise inside government

Government service is another distinct pathway. The Indian Economic Service executive record for Anna Roy lists an MA in Economics from Delhi University and identifies her as Principal Economic Adviser at NITI Aayog. That record is a point-in-time service listing, rather than a guarantee of her office at a later date.

NITI Aayog describes itself as the Government of India’s apex policy think tank, providing strategic and technical advice and involving state governments in economic policymaking. It is a present-day institutional reference point, not another name for the former Planning Commission. The distinction matters: the feminist economists’ report discussed above arose from a specific Five-Year Plan process, while NITI Aayog has a separate institutional identity and remit.

What the examples say about women’s influence now

Official biographies also show how education and political authority can meet. The Department of Expenditure biography records Nirmala Sitharaman’s qualifications as MA (Economics) and MPhil, and lists her appointment as Finance and Corporate Affairs Minister from 10 June 2024 onward. This establishes the date and wording in that official biography; it should not be treated as independent confirmation of an officeholder’s status at a later publication date.

A NITI Aayog-hosted report profile describes Ashima Goyal as an economist and says she was a member of the RBI Monetary Policy Committee in the context of that report. Because the profile is biographical and tied to its report, it is not a current-office record.

Across these careers, the relevant questions are both who holds decision-making posts and whose analysis enters policy. For readers concerned with household finances, that distinction has practical significance: the policy areas documented here—including access to credit, employment, social security, financial inclusion, and rural infrastructure—shape the conditions in which people earn, save, borrow, and use public services. The institutional routes are different, but each can help determine which economic problems receive attention and how they are addressed.
