The answer depends on whether you mean total gambling revenue, online-only revenue, or the share of gambling that takes place online. The clearest comparisons are regional totals from Korea’s National Gambling Control Commission and online-market figures for Europe from the European Gaming and Betting Association (EGBA); neither provides a unified worldwide ranking of countries by online revenue.
What are the biggest online gambling markets?
For an online-only comparison, EGBA reports provisional 2024 online gambling revenue of €47.9 billion across the EU-27 and the UK. This is a combined regional figure, not a country ranking. It covers online casino, betting and other gambling products in that geography. EGBA’s European Gambling Market – Key Figures 2025 Edition also forecasts €66.8 billion for 2029; that number is a forecast, not realized revenue.
A separate international table from Korea’s National Gambling Control Commission reports US$722.145 billion in total gambling GGY across its listed regions in 2024. Its largest regional aggregates are Asia and the Middle East at US$270.430 billion, North America at US$203.498 billion, and Europe at US$177.076 billion. These figures include gambling beyond online activity, so they cannot establish which region—or country—has the largest online market. Which countries have large gambling markets?
In EGBA’s European comparison, Italy, the UK, Germany and France are among the largest total-gambling markets by 2023 gross gaming revenue (GGR). The same report compares 2024 online revenue and online share, but those measures should not be treated as interchangeable with 2023 total-market size. A large overall gambling market may owe much of its scale to land-based activity; a market with a higher online share is not necessarily larger in total revenue. EGBA’s European market report.

Spain offers a country-level example of online-market reporting. Its regulator recorded €1,454.59 million in online GGR in 2024 and 1,992,889 active players. It also reported €56.32 million in affiliate marketing expenditure. These are Spain-specific national figures, not a basis for ranking Spain against every other country on a consistent global methodology. Where is online gambling most popular?
“Most popular” can mean the highest online share of all gambling, rather than the highest online revenue. Those answers may differ: a smaller market can have a greater proportion of online activity than a larger market.

The Danish Gambling Authority’s 2024 European comparison reports Sweden at 76% online share. That comparison includes spend on both regulated and unregulated online sites; it is not a figure for the licensed market alone. Why market rankings differ
Total gambling versus online-only revenue
Total gambling GGR or GGY includes more than online play. An overall-market ranking cannot answer which countries have the largest online markets unless the source separately identifies online revenue. Regional totals such as the Commission’s 2024 figures are useful context, but they are not online rankings.

Revenue versus online share
Revenue measures market size; online share measures how much gambling activity occurs online relative to the total. A high share does not automatically imply high revenue. Check which measure a source is presenting before interpreting a “top” list.
Licensed activity versus broader market estimates
Some reports measure licensed operators, while others include estimates of activity on unlicensed sites. The Danish Authority’s European online-share chart includes unlicensed sites. Its results therefore describe a broader online-market estimate, not just regulated operators.
Reporting year and status
Figures from different years are not a current-year league table. EGBA’s European 2024 values are provisional, and its 2029 figure is forecast. Keep the period and status attached to each number when comparing reports.
What GGR and GGY mean
GGR is commonly used for gambling spend: the amount players stake minus winnings, with player-paid commission added where applicable. The Danish Gambling Authority notes that bonuses players use also count as stakes. Its 2024 report defines GGR as players’ stakes minus winnings plus any commission they paid to participate.

Sources may use GGR or GGY and may differ in precisely what they include. Read the source’s definition and market scope rather than assuming every figure measures the same activity. Currency, year and whether the figure is provisional or forecast also matter.

For the EU-27 and UK combined, EGBA reports that online casino represented 45% of online GGR in 2024, followed by sports and events betting at 29%. In revenue terms, the report gives €21.5 billion for online casino and €13.7 billion for sports and events betting. The figures are provisional and cover the combined geography, not every country individually. EGBA’s 2025 edition.
Product mix is another reason that two markets with similar online revenue may not be directly comparable. A source’s totals may combine different categories, so check whether it separates casino, sports betting, lottery, poker or other products before drawing conclusions.
How to compare markets responsibly
- Choose the question. Decide whether you want total gambling size, online-only revenue or online share.
- Match the geography. Check whether the figure is for one country, a regional group such as the EU-27 and UK, or a collection of world regions.
- Check the market scope. Find out whether the data covers licensed operators only or includes unlicensed online activity.
- Match the period and status. Distinguish observed results from provisional data and forecasts, and note the currency.
- Review the definition and product coverage. Confirm how GGR or GGY is calculated and which gambling products are included.
Without those checks, a list can appear to rank countries while combining different measures, years and market boundaries. The available sources support useful regional and European comparisons, but not one authoritative, harmonized global ranking of online-only country markets.
