Top 10 Countries Associated With Mail-Order Bride Listings: What the Historical Data Shows

Historical U.S. sources name ten countries in matchmaking-agency references, but they do not establish a current ranking or prove broker-arranged marriage counts.

There is no authoritative current ranking of the “top 10 countries that offer mail-order brides.” Countries do not offer people for marriage, and the phrase is a dated label for cross-border matchmaking listings and services. U.S. government sources identify ten countries in historical references to those listings, but they do not establish a present-day ranking or show that any government participated.

Ten countries named in historical U.S. sources

The list below combines nationalities mentioned in a 2004 U.S. Senate hearing about matchmaking agencies with Indonesia, which appears in a 1999 Department of Justice report. It is a record of historical references—not a ranking, an estimate of current service availability, or a count of marriages arranged through brokers.

The Senate hearing described the nationalities most represented in the industry at that time as including Eastern European countries, especially Russia and Ukraine; Asian countries including the Philippines, China, Vietnam, and Thailand; and Latin American countries including Brazil, Colombia, and Costa Rica. Indonesia comes from the older Justice Department report, not that hearing. What the historical numbers do—and do not—show

Immigration figures are not broker-arranged marriage counts

The 2004 Senate hearing reported that 18,621 former fiancées adjusted to permanent-resident status in the United States in 2002. It listed selected origin counts: 1,476 from Russia, 861 from Ukraine, 1,361 from China, 2,392 from the Philippines, 2,418 from Vietnam, 346 from Brazil, and 301 from Colombia. These are historical immigration figures; the hearing does not identify them as marriages arranged by matchmaking brokers or as measures of current demand.

The hearing also gave regional subtotals of 4,739 from Europe, 9,358 from Asia, and 966 from South America among the 18,621 people. Those subtotals do not account for everyone in the total, so they should not be treated as exhaustive regional categories. U.S. Senate hearing (2004).

An old estimate of agency listings is not a current market count

The Justice Department’s 1999 report estimated that 100,000–150,000 women from various countries advertised themselves as available for marriage annually at the time. The estimate was based on a scan of agency services and information supplied by agencies. It counted listings, not independently verified marriages, and it should not be presented as a current figure. U.S. Department of Justice report to Congress (1999).

Historical findings reproduced in 8 U.S.C. § 1375 state that official annual statistics on the number of mail-order brides entering the United States were unavailable. That is a statement in historical statutory text, not a newly measured statistic. Taken together, the sources provide examples from earlier agency listings and immigration records; they cannot support a current ranking by country.

U.S. protections and information for certain visa applicants

The International Marriage Broker Regulation Act (IMBRA) sets requirements relevant to certain relationships between U.S. citizens or residents and foreign beneficiaries. The State Department’s guidance says that certain K-1, K-3, IR-1/CR-1, and F2A applicants receive information about rights and protections. For K-1 and K-3 applicants, it says existing criminal-background information about U.S. citizen petitioners that the Department of Homeland Security received from other government agencies during I-129F processing is provided. Applicants are directed to read the rights pamphlet before the visa interview.

The State Department states: “We understand you may not be familiar with laws in this country. We want you to know, under all circumstances, domestic violence, sexual assault, and child abuse are illegal in the United States and that all people in the United States are guaranteed protection under law from abuse.” Read the Department of State’s IMBRA rights and protections guidance for the applicable visa category and current instructions. A 2008 Government Accountability Office review describes federal implementation of selected IMBRA requirements; it is historical implementation context, not a current compliance audit. Questions to ask before using a matchmaking service

The historical country references do not verify any present-day provider. If you are evaluating a service, assess its practices and applicable law rather than relying on nationality-based claims or a “top countries” list.

  • Legal scope: What laws apply where the service operates, and could it qualify as an international marriage broker under applicable U.S. law?
  • Identity and consent: How does it check participants’ identities and confirm that profiles and participation are genuine and voluntary?
  • Fees and communications: Are charges, message costs, translation services, and cancellation terms disclosed clearly before you pay?
  • Privacy: Can participants control their personal information and remove a profile?
  • Independent support: Can each person reach legal advice and safety resources without relying on the provider?

For the Philippines, Republic Act No. 6955 describes a prohibition on soliciting, enlisting, attracting, or inducing a Filipino woman to join a club or association whose objective is matching women for marriage to foreign nationals for a fee. That description should not be broadened into a claim that all international matchmaking, dating, or cross-border marriage is unlawful there.
